CONSULTING SERVICES


REQUEST FOR EXPRESSIONS OF INTEREST


The Government of Indonesia intends to apply for an IDA Credit + IBRD Loan in the amount of US$ 230 million equivalent from the World Bank toward the cost of financing the National Community Empowerment Program-Rural F.Y 2008/2009 in 2620 Kecamatan in 32 provinces of Indonesia. The program focuses on sub-districts and villages. The activities comprise (1) community facilitation (2) community strengthening, (3) capacity building for Local Government and (4) providing stimulant to the community for improving their physical environment and socio-economic conditions.

1. National Management Consultant (NMC) (1 Package)
The National Management Consultant is support the GOI Project Management Unit (PMU) for implementation of the NCEP-Rural FY 2008, The NMC will be responsible for the overall management of the program and provide technical and management support for specialists and facilitators based at the provincial, Kabupaten, and Kecamatan levels to ensure comprehensive, efficient, and prompt implementation of the program in accordance with government expectations. The NMC also responsible for all technical and managerial aspects of the program including program development, program control, program database, program internal audits, and organizing special events at the national level.

2. Regional Management Consultant/RMC ( 6 Packages)
The Regional Management Consultants / RMCs are support the GOI Project Management Unit (PMU) and Provincial Satker for implementation of the NCEP-Rural FY 2008. The RMC will be responsible for the overall management of the program and provide technical and management support facilitators based at the Kabupaten and Kecamatan levels to ensure comprehensive, efficient, and prompt implementation of the program in accordance with government expectations. The RMC also responsible for all technical and managerial aspects of the Program including program development, program control, and organizing special events at the regional and provincial level. RMC will be divided into six packages, the package will cover

a. RMC – 1 : Nangroe Aceh Darussalam, North Sumatera,Nias Island, West Sumatera
b. RMC - 2 : Riau, Kepulauan Riau, Jambi, Bengkulu, Bangka Belitung, South Sumatera, Lampung
c. RMC - 3 : Banten, West Java, West Kalimantan, Central Kalimantan, South Kalimantan, East Kalimantan
d. RMC - 4 : Central Java, Yogyakarta, East Java, Bali, West Nusa Tenggara, East Nusa Tenggara
e. RMC - 5 : South Sulawesi, West Sulawesi, Central Sulawesi, Southeast Sulawesi, Gorontalo, North Sulawesi, North Maluku, Maluku
f. RMC – 6 : West Papua, Papua

3. Training Development Consultant Services 1 Package
Training Development Consultant Services Firm will be responsible for preparing training, provides qualified trainer and all material needed, and also responsible for monitoring and evaluating the training process given. The Firm will provides Grand Strategy for PNPM Training including community training, capacity training for local government, even organizer for training consultants and facilitators.

The terms of appointment for the firms above will be for 24 months to cover implementation and technical assistance for year 2008/2009, including final reports, data collection, etc for the NCEP-Rural FY 2008/2009 activities.

The Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines; Selection and Employment of Consultants by World Bank Borrowers May, 2004 (Revision October 2006)

The Directorate General of Village Community Empowerment, Ministry of Home Affair invites eligible Consultant to indicate their interest in providing the services. Interested consultants/firms must provide sufficient information indicating that they are qualified to perform the services (brochures, description of similar assignments (including the contract amount and information on the period of the assignments), experience in similar conditions, and availability of appropriate skills among staffs, etc.)In addition please also provide the following information:

1. Experiences in Community Empowerment/
Community Based Development (CBD) projects;
2. Availability of permanent expert relevant to the projects;
3. Every firm must provide a statement indicating that consultant has not been involved in any fraud or corruption activities and that no remedial action has been taken against the consultant by any contracting authority or donor national or international as result of fraud and corruption.
