SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.4) Short description of the contract or purchase(s): A single
purchase of a motion picture control table:
The National Library of Norway (NB) is among the largest of the cultural
institutions within the Norwegian Ministry of Church and Culture, and has
approximately 350 employees. NB is led by the National Librarian. The
institution is organized into four production activity related departments
and two administrative departments. The organization is geographically
located in two towns; Oslo and Mo i Rana.
NB is Norway’s primary source of knowledge about Norway, Norwegians and
Norwegian conditions and culture. The institution’s main responsibility is
to preserve and give access to information on the Norwegian cultural
heritage. Its collections contain information on a wide spectre and on
many media formats within all categories of media. NB’s collections do
also to some extent contain foreign information/publications.
The National Library’s collections contain among other motion picture
films ranging from about 1903 and up to present day.
The Section for Sound and Moving Images is responsible for the Film, Music
and Broadcasting collections.
These responsibilities also include restoring and preserving this part of
our collections.
The Section has its own motion picture film restoration laboratory.
The contract:
For its Film restoration laboratory the section is now in the market for a
new motion picture control table.
The contract is a single purchase of the above mentioned equipment, and
the competition will be an open tender.
The contract value is so far estimated at about NOK 700.000.
This announcement is a so caled volontary announcement and will as so be
follow the regulations on purchases belov the 1,1 million NOK value limit.
In addition to assembly, testing and final approval by the customer of the
above mentioned equipment, the purchase also includes training and
documentation.
The contract terms are regulated by the standard govermental contract
AIS-89 with supllementary regulations further described in our ciontract
document. The contract also includes a two year warranty period as
decribed in detail in our contract document.
A set of minimum technical requirements must all be met if the offer is to
be taken into consideration.(See our contract document).
The choice of supplier will be based on price alone.
A delivery schedule will be established prior to the signing of the
contract.

SECTION VI: COMPLEMENTARY INFORMATION
VI.2) ADDITIONAL INFORMATION: At the time limit for the tender only one
electronically delivered offer had been received.
The National Library has made a direct purchase based on a written offer
received after this time limit.
The decision is based on that only one manufacturer can deliver equipment
that satify the minimum product requirement that has to be made, and that
a new competition is not likely to result otherwise.
