Assignment Title: Appraisal of Croatia Coastal Cities Pollution Control Project 2

Assignment Description

Support to Bank team in the appraisal of the Croatia Coastal Cities Pollution Control Project 2.  The objective of the project is to improve the quality of Croatia's Adriatic coastal waters to meet EU ambient quality standards in the participating municipalities, in a financially and operationally sustainable manner.  Phase 2 of the project will build on the successes of phase 1 and scale-up the project to more municipalities along the coast.


The consultant will review the documents prepared by Governments for the second phase, such as technical feasibility studies, financial analysis, Environmental Impact Assessments, social assessments and institutional reviews of all investments planned for financing under the project, and in-depth appraisal of four sub-projects to be initiated in the first year.  The consultant will also assist the Bank team in the overall appraisal of the project, including the assessment of all project components: Component 1: wastewater investments; Component 2: institutional strengthening of municipal water and sewerage companies and greater alignment of the sector to EU accession; and Component 3: sea water quality monitoring of the Adriatic Sea.

Funding Source:

The World Bank intends to finance the assignment/services described below under a trust fund from the BANK ADMINISTRATIVE FUND.  The indicative available budget for the assignment is approximately $80,000. 

Individual/Firm Profile:
The consultant will be a firm or consortium and will need to assemble a team with the appropriate skills in the technical, financial, economic, institutional and environmental aspects of water supply and wastewater services and with knowledge of World Bank procedures.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant http://www.worldbank.org/eConsult.

Notes:
Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
