II.1.5) Short description of the contract or purchase(s): Swindon Borough
Council, in partnership with Taylor Wimpey Developments Ltd are developing
a major town expansion site to the south of Swindon. The overall
development includes the construction of 4 500 houses, new schools,
community, youth, sports facilities, significant open spaces, 3 village
centres and significant employment land. Work started in spring 2006 and
is expected to take 15 years to complete. Swindon Borough Council wishes
to appoint a suitably qualified and experienced service provider - a
Development Partner - to undertake a number of roles and responsibilities
in developing the Wichelstowe site in accordance with SBC's sustainability
agenda. The Development Partner will be expected to work effectively with
a range of stakeholders in delivering the required services. Swindon
Borough Council requires a Development Partner to provide leadership of
the site development and disposal process. The Development Partner role
will include:
- delivering the required infrastructure,
- refreshing the masterplan,
- deliver the section 106 obligations,
- prepare parcels of land for disposal in consultation with SBC,
- the option of house building.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Swindon Borough Council wishes to
appoint a suitably experienced Development Partner with the appropriate
experience, financial strength, technical ability and innovative approach
to successfully promote and deliver a new sustainable
residential/commercial community. The Development Partner will be required
to undertake wide ranging roles and responsibilities in developing the
greenfield site known as Wichelstowe.
The Development Partner will be required to carry out the following:
- Enable, manage and fund the construction of all the necessary remaining
infrastructure works to serve all the residential and commercial land on
the new Wichelstowe development,
- Enable, manage and fund the construction of all the necessary remaining
infrastructure works to serve all the residential and commercial land on
the new Wichelstowe development,
- Work with the officers at Swindon Borough Council to manage and enable
the implementation of the Masterplan and design codes. The current
Masterplan and design codes may need to be amended to achieve Swindon
Borough Council’s desire to create a ground breaking exemplar sustainable
development at Wichelstowe,
- Enable and manage the construction of the community facilities,
- Enable and manage the development of up to approximately 3 500 units of
private housing for sale,
- Enable and manage the development of the appropriate number of
affordable housing units,
- Assist Swindon Borough Council and Taylor Wimpey Developments Ltd in
creating a ground breaking exemplar, sustainable development,
- Incorporate renewable energy systems such that not only homes but also
schools, shops, offices and community facilities can reach zero carbon
standards and endeavour to provide innovative town scaled generation of
renewable energy,
- Engage with the Council’s Highways Department and other stakeholders to
maximise sustainable development, achieving a significantly high
proportion of journeys on foot, cycle and public transport other than by
car as measured against other comparable sized settlements,
- Ensure that the development benefits from a future proof information
technology network which will encourage working from home,
- Ensure that there is a transfer of risk from the Council to the
Development Partner in terms of the future expenditure, legal and other
costs of the development,
- Engage with the Council and Taylor Wimpey in the development of the
leisure facilities on the site as a whole to include the possible
provision of an Hotel and/or Public Houses,
- Sign up to the Development Agreement which will contain an obligation
for the Development Partner to complete the development within a specified
timeframe.
The Development Partner must perform the following related services:
- Participate in the formation of a sustainable community, by way of the
provision of a robust estates management strategy and long term
stewardship plan for the site as a whole,
- To take an active role in the Community Forum,
- Promote an environmentally sustainable development at Wichelstowe, with
a view to exceeding level 4 (69 points plus)of the Code for Sustainable
Homes. Ensure that the development exceeds the requirements set out in the
Borough Council’s 'Swindon sustainable building design and construction
supplementary planning document' (revised draft June 2007),
- Engage with other stakeholders in the management and implementation of a
competition to select an appropriate and well funded Housing Association
to act as the provider of the affordable housing provision across the
whole (or part) of Middle and West Wichel,
- Liaise and engage with Swindon Borough Council’s current development
partner, Taylor Wimpey Developments Limited,
- Work with Swindon Borough Council Officers to manage and implement the
Section 106 agreement,
- Commit to the highest standards of architecture and place making in
urban design throughout the development, across all housing tenures and
buildings including commercial and community buildings and ensure that the
quality of the streets, parks and open spaces are consistent with planning
policy,
- Provide a good range of facilities within the development, including
schools, retail, health and care, good quality business space and leisure
facilities which will include the Canal and the Marina,
- Show how small businesses, start-ups and those who wish to work from
home may be attracted to Wichelstowe by the creation of innovative
solutions to the provision of office and other commercial space.
The Development Partner will also be expected to undertake or enable:
- Urban development,
- Development of residential real estate,
- Construction for subsidised residential accommodation,
- Building construction work,
- Marketing and branding services,
- Housing market analysis and private housing mix and design,
- Work with Swindon Borough Council Officers to enable and manage the
delivery of the Emergency Services provision set out in the S106
Agreement. This priority will involve the Police, Fire Brigade and
Ambulance Services and will require coordination with the Local Primary
Care Trust for the provision of health and care facilities,
- Ensure that 10 % of the affordable housing is "supported housing" in
accordance with local needs, as set out by Swindon Borough Council’s
Housing Services Department. These properties must be of mixed tenure with
the majority available for rent.

requests for final tenders may include requests to price options discussed
during dialogue.
