Eligibility of Bidders:   Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

(i) During the past five (5) years, the Bidder must have completed three (3) successful contracts involving the development, installation, and provision of technical support for Information Systems of similar functional/technical characteristics as that of PMMIS and of a comparable scale.

(ii) With a minimum average annual turnover of US$500,000.00 for the past three (3) years. The Bidder must submit balance sheet for the last two years certified by a registered accountant or supported by copies of tax return.

(iii) The Bidder shall have experience in development and implementation of application software using the software and RDBMS offered in its Bid.

(iv) The Bidder shall have experience in training end-users and IT specialists under projects for establishment of large-scale information system similar or comparable to PMMIS.

(v) It has been operating as a legally and financially autonomous company in the IT business since at least 5 years. The above experience shall be gained by Bidder or the lead partner of the joint venture if the bid is submitted by a joint venture bidder. The experience of Bidder’s sub-contractor will not be considered

Scope of Contract:

Public Procurement Capacity Development is a component of the Governance Assistance Project (GAP) financed by the World Bank and implemented by the Ministry of Finance (MoF) of Mongolia in 2006 – 2011. The main objective of the Public Procurement Capacity Development component is to provide comprehensive assistance to the Government of Mongolia on effective implementation of the revised Law on Public Procurement. Assistance in this regard will focus on (i) reducing lead time in public procurement; (ii) increasing transparency and accountability in public procurement; and (iii) enhancing disclosure of information pertaining to public procurement by improving national capacity for procurement policy and implementation as well as procurement monitoring and auditing.

In the area of public procurement administration, needs have been identified to build capacity of the Government (at both the central and local levels) to improve procurement management and monitoring. In order to address the present weaknesses in this respect, the PPCD intends to develop relevant information systems and databases to be used by government central agencies and local governments to monitor the procurement processes and contract implementation milestone activities. In the milestone activities shall be included every major accomplishments specified in the contract and against those made payment. Such an integrated procurement management, monitoring and information system (PMMIS) is expected to provide the line agencies and local governments with a proper procurement management (on both project and contract basis) and monitoring tool and enhance their quality and efficiency of project implementation. The PMMIS is also expected to enhance the MoF’s capacity for overall monitoring and evaluating of the public procurement performance by enabling comprehensive reporting and data collecting at the sector level and national level. Further, the PMMIS would improve the overall public financial management by integrating the system with the existing Government Financial Management Information System (GFMIS).
