II.1.5) Short description of the contract or purchase(s): All parking
authorities produce and issue statutory and other documents in relation to
civil traffic enforcement. They also receive, process and archive
documents, including payments, in respect of same. The agreement shall
provide for all stages of such processing. This shall include
correspondence opening and sorting as well as scanning and archiving of
enforcement related documentation. Further, it shall include the
processing of payments and all the relevant banking, reconciliation and
audit controls required. The services shall also encompass provision,
production and fulfilment of stationery related enforcement documentation.
Delivery of the services shall require the ability to handle industry
standard data file transfers and integration into various enforcement
management systems: Document management services. Printing services for
stationery. Document management system. Documentation services. Postal
services. Various types of printed matter and articles for printing.
Security-type printed matter. Bespoke printed matter. Printing services
for security printed matter. Financial transaction processing and
clearing-house services.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Contracting Authority is the City of
London Corporation. However the framework agreement will be awarded by the
City of London Corporation on behalf of the Partners in Parking (PiP)
initiative. PiP comprises the City of London Corporation and other London
Local Authorities and other public parking authorities in London acting in
partnership under a joint committee set up in accordance with s 101 Local
Government Act 1972. The purpose of this framework agreement is for any
member of PiP and other local authorities and public bodies with traffic
enforcement functions in London or elsewhere in England and Wales to be
able to use the services of the Service Provider to provide all or part of
the related document processes. The Service Provider will be required to
enter into a contract with the City of London Corporation and individual
contracts will be let under the framework agreement between the Service
Provider and the relevant "participating" authority seeking provision of
the services. The terms of the framework agreement and the individual
contracts will be set out in the tender documentation. Tenderers will be
asked to complete tender pricing schedules based on banded volumes for
individual areas. No guarantee or warranty is given as to the nature or
volume of the orders raised by the City of London Corporation or any other
authorities or whether any other authorities will indeed enter into
framework agreements at all. Partners in Parking preferred option is to
place both lots with a single operator to simplify performance/contract
monitoring and invoicing and to maximise efficiencies and economies of
scale. Applicants are therefore invited to bid for both lots where
possible. During the Tender process the operator may be asked to price
individual packages within the specific lot (e.g. basic production of
pre-printed stationery versus stationery production, fulfilment and
despatch.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 36 (from the award of the contract).

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: A performance bond or parent
company guarantee may be required.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: These will be
detailed in the invitation to tender documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: The City of London Corporation
reserves the right to require applicants to take a legal form which can
contract under English law or to require that one party undertakes primary
liability or to require each party undertakes joint and several liability.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (a) is
bankrupt or is being wound up, where his affairs are being administered by
the court, where he has entered into an arrangement with creditors, where
he has suspended business activities or is in any analogous situation
arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding up or administration by the court or of an
arrangement with creditors or of any other similar proceedings under
national laws and regulations;
(c) has been convicted by a judgment which has the force of res judicata
in accordance with the legal provisions of the country of any offence
concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means
which the contracting authorities can demonstrate;
(e) has not fulfilled obligations relating to the payment of social
security contributions in accordance with the legal provisions of the
country in which he is established or with those of the country of the
contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in
accordance with the legal provisions of the country in which he is
established or with those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information
required under this Section or has not supplied such information;
(h) has been the subject of a conviction for participation in a criminal
organisation, as defined in Article 2(1) of Council Joint Action
98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in
Article 3 of the Council Act of 26 May 1972 and Article 3(1) of Council
Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on prevention
of the use of the financial system for the purpose of money laundering.
Potential bidders will be required to complete a pre-qualification
questionnaire which the City of London, acting on behalf of PIP,will use
to evaluate their economic and financial standing, technical capacity and
ability to ensure they meet the council's minimum requirements.

accounts for past three years, statement of turnover in respect of supply
of similar services.
