II.1) DESCRIPTION

2 year framework agr. on purchase of cleaning services at The National
Library's offices in Oslo.

II.1.3) The notice involves: The conclusion of a framework agreement.
II.1.4) Short description of the contract or purchase(s): The National
Library of Norway (NB) is among the largest of the cultural institutions
within the Norwegian Ministry of Church and Culture, and has approximately
350 employees located in Oslo and Mo i Rana. About 150 persons have their
workplace in Oslo.
NB is led by the National Librarian. The institution is organized into
four production activity related departments and two administrative
departments.
NB is Norway’s primary source of knowledge about Norway, Norwegians and
Norwegian conditions and culture. The institution’s main responsibility is
to preserve and give access to information on the Norwegian cultural
heritage. Its collections contain information on a wide specter and on
many media formats within all categories of media. NB’s collections do
also to some extent contain foreign information/publications.
The Library wish to enter into a new 2 year framewoork agreement with an
option for prolonging the contract periode for up to 2 times one year, on
purchases of cleaning services at Henrik Ibsens gate 110 and our
depository at Observatoriegaten 1 in Oslo.
The contract will replace our present day contract when this expires by
the end of december 2007.
The procedure for the competition is an open tender.
The contract partner chosen for this contract will be the exclusive
supplier of these services to The National Library during the contract
period.
The standard contract that this agreement will be based on is "Standard
government agreement on consultancy assignments (the consultancy
assignment agreement)" but with some modifications specified in our
contract document. (Electronic ammendment to this notice on

Our premises in Oslo contain in addition to offices for our employees, a
wide range of workshops, considerable exebition/visitors areas and
depositories. Enclosed with this notice You will find a specification of
the various rooms at our premices in Oslo and the minimum demands on
frequency and quality with reference to each room these services must meet
in regard to the quality standard NS-INSTA 800 as an electronic ammendment
to this notice on www.Doffin.no.
The specification assigns specific quality levels for each room based on
the peculiarity of that room in regard to the standards defined quality
levels .
Given this minimum quality standard specification The National Library
seeks cost efficient solutions in regard to the cleaning services.
The National Library manages unique collections on behalf of the nation.
This makes it necessary to maintain a stringent security regime. High
demands on prior approval of and the uniformation of the persons that will
perform these services must therefore be met.

and optional services to be supplied by the contract. This document can be
found as an electronic ammendment to this notice on www.Doffin.no.
This contract will be managed by The National Library's director of the
administrative department.
