The Republic of Croatia has received financing from the World Bank toward the cost of the Inland Waters Projects, and intends to apply part of the proceeds for consultant services. The services include preparation of waste water projects (sewage and treatment) in Krapina – Zagorje County for cofinancing by EU and/or other sources. Within this activity, the Consultant will evaluate the current system for waste water management in the County, analyze and identify the needs for investments for financing. For selected projects, the Consultant will prepare feasibility study with all supporting documents (conceptual designs, identify the final beneficiary, assessment of the final beneficiary financial and organizational performance, institutional framework, socio – economic situation, Financial analysis, Economic analysis, environmental assessment, etc) and complete Application form together with all annexes for EU major project.
Consulting expertise in the following will be required: technical (wastewater), economic/financial and environmental. Consulting services are required for around 25 person-months between September 2008 and May 2009.

Hrvatske Vode (the Croatian National Water Agency) now invites eligible consultants to indicate their interest in providing the above listed services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions– firms’ reference in last 5 years, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Consultants will be selected based on the World Bank's Quality and Cost Based Selection process (QCBS). Hrvatske Vode will prepare a short list of firms to whom the Request for Proposal will later be issued. Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
