SECOND NATIONAL URBAN WATER SECTOR REFORM PROJECT
(CR. 4086-UNI)

CONSTRUCTION OF 2 MGD WATERWORKS IN AGUDA, SURULERE - SERVICE AREA 2
CONTRACT NO: LSWC/2NUWSRP/ICB/WKS/053

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. [673] of 28th February 2006.

2. The Lagos State Government through the Federal Government of Nigeria has received a credit from the International Development Association toward the cost of SECOND NATIONAL URBAN WATER SECTOR REFORM PROJECT and it intends to apply part of the proceeds of this credit to payments under the Contract for Construction of 2 MGD waterworks in Aguda, Surulere within Lagos Water Corporation Service Area 2.

3. The Lagos Water Corporation now invites sealed bids from eligible and qualified bidders for the Construction of a 2 MGD waterworks in Aguda, Surulere. The works involve the following:

a. Installation of a new 2 mgd treatment plant complete with flash mixing/coagulation chamber, floculator, sedimentation basin, pressure filters, clear water tank, clear water pump station and other associated appurtenances;

b. Drilling of 4 No new boreholes complete with pumps, generators, valves and meters;

c. Supply and laying of new borehole pipe linkages;

d. Supply and Installation of generator and transformer for the Water Treatment Plant;

e. Supply and installation of a 470 cubic meter overhead Braithwaite Tank with associated pipelines, valves and appurtenances;

f. Network integration to the existing network at Aguda, Surulere;

g. Landscaping and road construction within the waterworks……
The construction period is twelve (12) months.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004) and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from:

6. Qualifications requirements include the following:
i. Articles of Incorporation and certificate of Registration

iii. Evidence of similar works done in the last five years.
A margin of preference for eligible national contractors shall be applied.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of NGN 30,000 or $250. The method of payment will be by bank draft made in favour of Lagos Water Corporation. The Bidding Documents will be picked up at the address below.

8. Bids must be delivered to the address below on or before 3 pm 14th February 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 3.00pm on 14th February 2008.

9 All bids shall be accompanied by a Bid Security of NGN 2.0 Million or an equivalent amount in a freely convertible currency.
