REQUEST FOR EXPRESSIONS OF INTEREST

“CROATIA AGRICULTURAL ACQUIS COHESION PROJECT”


Education of Employees by ECDL Standard



1. The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of “Croatia Agricultural Acquis Cohesion Project”. As the Borrower, Ministry of Agriculture, Forestry and Water Management intend to finance education of employees by ECDL Standard.

2. Brief description of the requested services:

In order to achieve higher level of knowledge, meet the needs of modern business within the Ministry and fulfill requirements regulated by „Operational plan of the e-Croatia 2007. program implementation“, it is necessary to provide education to Ministry of Agriculture, Forestry and Water Management's (Ministry) employees according to the standardized ECDL program and getting of relevant degree.
European Computer Driving Licence (ECDL) i.e., European Computer licence is internationally recognized computer qualification which presents European and world standard for testing and verification of qualification for work on personal computer.
Final goals are higher level of computer knowledge and increase of Ministry's employee’s efficiency in accordance with EU standards.
European computer license (ECDL) consists of seven modules (examination units) including programs most frequently used in everyday computer use.

Education of Ministry’s employees will take place at locations in the Town of Zagreb, and in the centers of other counties (21 counties in total). Exceptionally, in specific counties, the training of employees may be implemented on several locations, according to the needs. The number of employees who applied for ECDL courses is specified bellow:

3. Expected commencement of this assignment is in March 2008. Expected date for completion is by December 2008.

4. Ministry of Agriculture, Forestry and Water Management now invites eligible companies to express their interest in providing the requested services. Interested companies shall provide information indicating that they are qualified to perform the services (e.g. brochures, description of their experience in similar scopes of works, experience in similar conditions, availability of appropriate skilled staff, etc.).

The Consultant should enclose the following evidence on its capacity for implementing the project of ECDL education for Ministry’s employees and:

o The company should submit evidence that within the last four years the company has successfully performed two or more, same or similar, project activities- educations;
o Certificate issued by ECDL National Licensee – Croatian Information Technology Society (HIZ)- for ECDL textbook, Advanced ECDL textbook, ECDL eLearning contents, and Advanced ECDL eLearning contents;
o CV of training project manager with evidence of formal education (certificate) for project manager. The original certificate or copy verified by the public notary will be submitted together with the CV in Croatian. Project manager speaks Croatian fluently and has residence in Croatia.

NOTE: At the time of submitting the expressions of interest the company should confirm that they will provide staff with the experience and qualifications required in para 2.

5. A company for this assignment will be selected under the Least Cost Selection (LCS) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition May 2004 - which can be found on www.worldbank.org ).

6. Interested companies may obtain further information at the address below from 08:00 to 16:00 hours (Central European Time - every working day). Expressions of interest along with details of company’s experience and qualifications for this assignment must be submitted by mail/personnel to the address below no later than January 18, 2008 (until 16:00 hours).
