Invitation for Bids

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue No. 616 of September 24, 2003.

2. The Government of the Philippines has received a loan from the International Bank for Reconstruction and Development toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: WB-2007-03-G-ICB-Supply, Delivery and Installation of Structured Cabling and Network Equipment for the Angeles City Hall of Justice.

3. The Bids and Awards Committee for the Action Program for Judicial Reform (BAC-APJR) invites sealed bids from eligible bidders for the Supply, Delivery and Installation of Structured Cabling and Network Equipment for the Angeles City Hall of Justice.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:
During the past three (3) years, the bidder must have completed one (1) successful contract involving the Supply, Delivery and Installation of Structured Cabling and Network Equipment, and provisions for technical support for information systems of similar functional/technical characteristics and comparable scale as the project under bid.

5. Interested eligible Bidders may obtain further information from the BAC-APJR Secretariat and inspect the bidding documents at the address given below from 8:00 a.m. to 4:30 p.m.

6. A complete set of bidding documents in English may be purchased by interested Bidders upon submission of a written application at the BAC-APJR Secretariat at the address below and upon payment of a nonrefundable fee of Two Thousand Five Hundred (Php 2,500.00) pesos or in a convertible currency. The method of payment will be in cash or cashier’s check.

7. A pre-bid conference will be held on 23 January, 2008, at 2:00 p.m. at the Supreme Court Training Room, Ground Floor, Centennial Building, Padre Faura Street, Mabini, Manila Philippines.

8. Bids must be delivered to the address below on or before 6 February 2008 at 2:00 p.m. All bids shall be accompanied by a Bid Security with the following amount and form:

FORM OF BID SECURITY: Manager’s Check, Bank Draft or Irrevocable Letter of Credit
Amount of Bid Security: Php 100,850.00

FORM OF BID SECURITY: Bank Guarantee
Amount of Bid Security: Php 151,275.00

FORM OF BID SECURITY: Surety Bond (callable upon demand)
Amount of Bid Security: Php 252,125.00

Bids will be opened in the presence of the Bidders’ representatives who choose to attend at 2:01 p.m. on 6 February 2008 at the Supreme Court Training Room, Ground Floor Centennial Building, Padre Faura St., Ermita, Manila Philippines. Late bids will be rejected.
