SECTION II: OBJECT OF THE QUALIFICATION SYSTEM
II.1) TITLE ATTRIBUTED TO THE QUALIFICATION SYSTEM BY THE CONTRACTING
ENTITY: Supply-Line Qualification System (Supplies).
II.2) TYPE OF CONTRACT: Supplies.
II.3) DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH
THE QUALIFICATION SYSTEM: ESB Customer Supply and Group Services wish to
announce that with effect from 7th January 2008 they will use the
Supply-Line System operated by Achilles Procurement Services to source
tender lists for EU value contracts. ESB CS&G will also use the system to
award contracts on behalf of ESB Corporate Centre and ESB International.
The purpose of the Qualification System is to carry out first stage
qualification of economic operators on behalf of ESB Customer Supply and
Group Services through the Supply-Line System. ESB Customer Supply and
Group Services confirm that they will use Supply-Line as their common
system for vendor registration. This first stage of qualification will be
used as the source for tenderer selection for contracts/framework
agreements exceeding the EU threshold levels. At their discretion, they
may publish additional calls for competition for any or all of the
procurement categories listed below. Also, where deemed necessary, they
may opt not to use Supply-Line and to publish a separate call for
competition in the Official Journal of the European Union.
They may apply additional rules and criteria in relation to specific
procurements, including site visits. Economic Operators should note that
Subscribers might issue second-stage questions about specific contracts
through the e-Qual facility in Supply-Line.
The Supply-Line System may also be used to assist in the task of tenderer
selection for contracts below the EU threshold levels.
Supply-Line may also be used, from time to time, to assist in the
selection of candidate(s) towards the establishment of framework
agreements.
This notice describes the contract areas for which ESB Customer Supply &
Group Services may use Supply-Line where they have an appropriate demand.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Registration on
Supply-Line constitutes the basis for tender list preparation in the
categories in II.3 above.
Registration may be achieved in the following way:·
(a) Completion of the Supply-Line Qualification Questionnaire online via
www.achilles.com, including completion and sign-off of a formal
declaration of the applicants bona fides
(b) Payment of the appropriate registration fee. Supply-Line offers
financial savings for participating economic operators and subscribers,
ensuring reduced workloads whilst ensuring that applications for market
entry continue to be dealt with fairly and objectively by the subscribers.
The administrative costs are being shared by the purchasing organisations
and the vendors. Vendors registering on Supply-Line will be subject to an
annual contribution payment of EUR 450 (plus VAT where applicable) payable
in advance.
(c) Economic Operators should note that admittance to tender lists may be
subject to subscribers issuing second-stage questions about specific
contracts through the e-Qual facility in Supply-Line. To this end,
operators are reminded to carefully monitor email alerts from both
Supply-Line or the Subscribers.
Suppliers, service providers or contractors who have already registered on
Supply-Line need not reapply at this time, but may wish to ensure they are
registered under the product, works or service categories of interest to
them.
Methods according to which each of those conditions will be verified:
Compliance with minimum requirements as outlined above will be confirmed
in writting.
Subscribers may impose additional requirements for individual contracts.

terms of the criteria stated in the specifications, in the invitation to

Vendors may join at any time and will be required to update their

will use the negotiated procedure to award contracts / framework
agreements.
