Loan No. 71180

The Government of the Philippines has received a loan from the
International Bank for Reconstruction and Development in the amount of
USD 100,000,000 equivalent toward the cost of the Social Expenditure
Management Project (02), and it intends to apply the proceeds of this
loan to payments for goods, works, related services and consulting
services to be procured under this project. Bidding for contracts
financed by the International Bank for Reconstruction and Development
will be governed by the procurement rules of the World Bank.

The core objective of the Second Social Expenditure Management Project
is to improve basic social services, by enhancing performance, and
governance in the three social sector departments - Education, Health,
and Social Welfare - which also includes the school building program,
and the provision of quality inputs to such services. The components
will: 1) strengthen key budgetary programs, covering the provision of
educational inputs (textbooks, classrooms, and repairs/maintenance of
existing schools); provision of public health services, through the
procurement of drugs, vaccines, and supplies for effective public
health programs (tuberculosis control, expanded immunization programs,
and rabies' prevention and control); and, provision of social
services through the comprehensive integrated delivery of social
services (CIDSS), an activity centered in poor municipalities to
accelerate basic services (water supply and sanitation, drainage
systems, and waste disposal); 2) provide technical assistance (TA),
and training to implement financial management systems, procurement,
and information technology improvement programs. Furthermore, teacher
deployment and human resources planning will be implemented under an
improved allocation system, targeting teachers to the most needy
schools. And, and action plan will improve the Bureau of Food and
Drugs, by strengthening capacities, for improved standards; and, 3)
provide TA and training to strengthen transparency and accountability
of the budget process.

The project will include the following goods, works and services:

- Department of Education
- School Building Program US$14.72M: new and rehabilitated
classrooms nationwide (Construction work for buildings relating to
education and research)
- textbooks and teacher’s manuals US$43.60M (Textbooks)
- Repair and Maintenance, US$16.78M: repair and maintenance of
existing classrooms (Repair and maintenance services related to
buildings)
- Department of Health
- Pharmaceuticals, US$26.75M: provision of TB drugs and supplies,
EPI vaccines and supplies and anti-rabies vaccines (Pharmaceutical
and medical chemical products)
- Department of Social Welfare and Development
- Comprehensive and Integrated Development of Social Services
(CIDSS), US$11M: provision of community demand driven social
services (Social services)

Procurement of contracts financed by the loan will be conducted
through the procedures specified in Procurement under IBRD Loans and
IDA Credits[1] of the World Bank, and is open to all bidders from
eligible source countries as defined in the guidelines. Consulting
services will be selected in accordance with Selection and Employment
of Consultants by World Bank Borrowers[2] of the World Bank.
