Request for Expressions of Interest

EGYPT

Credit No. 3076

The Government of Egypt has received a credit from the International
Development Association in the amount of USD 90,000,000 equivalent
toward the cost of the Health Sector Reform Project, and it intends to
apply the proceeds of this credit to payments under the contract for
Monitoring and Evaluation Consulting Services.

The project will support (a) the provision of universal access to a
basic package of Primary Health Care (PHC) services; and (b) reform of
the Health Insurance Organization (HIO).

The Ministry of Health and Population now invites eligible consultants
to indicate their interest in providing the following services:

- Monitoring and Evaluation (Testing, inspection, analysis,
monitoring and control services)

The main objectives of this assignment are as follows: · Develop and
test a tool for Monitoring and Evaluation of Health Sector Reform
Program (HSRP) activities and impact. Develop process and performance
indicators to monitor HSRP activities and outputs. · Monitor
implementation progress and performance of the various implementing
agencies. · Undertake evaluations of the impact of the reforms on
health indicators and provide feedback for modification or improvement
as necessary. · Develop and maintain a database of program status for
the generation of annual progress reports for the government and
participating donors. · Train HSRP staff on the developed and tested
Monitoring and Evaluation Tools.

Expected duration of the consulting services is 7 months.

A list of all similar assignments during the last three years, and
details of at least three of these similar assignments should be
submitted. The detailed description should clearly indicate a
narrative description of the assignment, description of the actual
services provided by the firm, name and contact details of the client,
start and completion dates, contract value and persons/month of key
staff provided by the firm.

The consultant will work as an integral part of the Technical Support
Office of the Ministry of Health and Population.

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].

to the address below by 17:00 on 5 May 2002.
