SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Established in
September 2004, the Commission for Taxi Regulation's principal function is
the development and maintenance of a regulatory framework for the control
and operation of taxis, hackneys and limousines in Ireland.
The Commission for Taxi Regulation wishes to establish two single-party
framework agreements:
1.Framework agreement for the administration of licensing and for general
back office administration services. It is envisaged that the majority of
work will involve processing of postal and/or electronic licensing
applications and general back up support.
The initial contract under this framework will be for the administration
of driver licensing over a 2-year period subject to annual review and
satisfactory performance. The operation of the framework agreement is
described in VI.3 Additional Information.
2. Framework agreement for fulfilment services. The majority of work
involved will be sending out mailshots of brochures, letters and other
documents to licence holders.
The initial contract will be for general fulfilment services over a 2-year
period subject to annual review and satisfactory performance. The
operation of the framework agreement is described in VI.3 Additional
Information.
The duration of each framework agreement will be of 4 years.
Expressions of interest are now invited from competent service providers
by means of a qualification questionnaire for each lot , which are
available to download from www.etenders.gov.ie.
Service providers may apply for one or all lots.
A close working relationship between the successful service provider(s) of
both framework agreements is an integral part for the success in
delivering these services.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Lot 1 Administration for Licensing: In
the initial contract the service will be required for the maintenance of
the driver licence register at the rate of approx. 10 000 per annum.
Lot 2 Fulfilment Services: The service will be required for mailshots to
approx. 40 000 licence holders of documents six to eight times annually.
There may also be smaller, intermittent mailshots. The initial contract is
for a 2-year period.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 24 (from the award of the contract).
INFORMATION ABOUT LOTS
LOT NO 1
TITLE: Administration of Licensing Services and general back up office
1) SHORT DESCRIPTION: The Commission for Taxi Regulation wishes to
establish a single party framework agreement for administration of
licensing and general back up support over a four year period. The initial
contract will be for administration of driver licensing and general back
up support. This initial contract is anticipated to commence in February
2008 for a 2 year period subject to annual review and satisfactory
performance.
2) COMMON PROCUREMENT VOCABULARY (CPV): 75100000.
3) QUANTITY OR SCOPE: The Commission for Taxi Regulation wishes to
establish a single party framework agreement for administration of
licensing and general back up support over a four year period. In the
initial contract the service will be required for the maintenance of the
driver licence register at the rate of approx. 10 000 per annum. The
initial contract is anticipated to commence in 2/2008 and is for a 2 year
period subject to annual review and satisfactory performance.
LOT NO 2
TITLE: Fulfilment Services
1) SHORT DESCRIPTION: The Commission for Taxi Regulation wishes to
establish a single party framework agreement for its fulfilment
requirements over a 4 year period . The initial contract will consist of
fulfilment services mainly regarding mailshots of letters, publications
and other documents to licence holders.
2) COMMON PROCUREMENT VOCABULARY (CPV): 75100000.
3) QUANTITY OR SCOPE: The Commission for Taxi Regulation wishes to
establish a single party framework agreement for its fulfilment
requirements over a 4 year period . The service will be required for
mailshots to approx. 40 000 licence holders of documents six to eight
times annually. There may also be smaller, intermittent mailshots. The
initial contract will consist of fulfilment services mainly regarding
mailshots of letters, publications and other documents to licence holders
over a 2-year period for fulfilment services subject to annual review and
satisfactory performance.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be agreed with
the successful tenderer(s) of the initial contracts for each framework.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: A grouping if successful must be
prepared to contract as a single entity having joint and several
liability.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged number of operators 5
Objective criteria for choosing the limited number of candidates:
Following evaluation of the responses to this call for competition, all
applications will be evaluated and scored with the top five ranking firms
being invited to tender for each framework.
Regarding the number of applicants to be invited to tender, please note it
is intended to invite 5 for each framework, however the precise number
will be dependent on the quality of applications received.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Commission will not be responsible for
any costs, charges or expenses incurred by candidates or tenderers
involved in this contract award process.
The establishment of each Framework and the award of the initial contracts
will each be subject to approval by the competent authorities.
The FOI Act applies to the Commission and therefore all tenderers should
indicate whether any of the information provided by them in the course of
this procedure is to be treated as sensitive commercial information which
should remain confidential to the Commission.
Admittance to each framework and award subsequent contracts will be
subject to the production of a valid tax clearance certificate from the
Irish Revenue Commissioners, which must be maintained throughout the
lifetime of the framework.
Regarding the number of applicants to be invited to tender for each Lot,
please note it is intended to invite 5, however the precise number will be
dependent on the quality of applications received for that Lot.
Establishment of each Framework Agreement:
The framework agreement will be established following a competitive
tendering process for an initial contract among the tenderers.
This will result in the admittance of a single supplier to the framework,
subject to the approval of the contracting authority in each case.
The following general conditions will also apply:
.Admission to the framework agreement and the award of the initial
contract may be subject to successful presentation and clarification
interviews.
. Admission to the framework will be subject to prior formal acceptance of
the contracting authority's contractual terms and conditions.
. Membership of the framework will not of itself confer any rights upon
the tenderer admitted to the agreement in respect of the award of any
contract at any stage during the life of the Framework Agreement.
. Only the tenderer that has been formally admitted to each framework will
be eligible for the award of new contracts arising during the period of
the Framework Agreement.
. Subsequent contracts are at the sole discretion of the Commission which
reserves the right to conduct an external tendering procedure for
subsequent contracts if they determine that the member of the framework
cannot meet the particular needs of the contract.
. As and when additional requirements for administration of licensing and
back up support and fulfilment services arise, the single operator
appointed to each of the frameworks will be consulted in writing with a
request to submit a supplementary tender.
The party(ies) admitted to the frameworks will be required to avoid
potential conflicts of interest of all kinds throughout the lifetime of
the framework.
The Commission reserves the right to cancel the framework at any stage
(ET Ref:56771).
