CONSULTANT SERVICES FOR A STUDY ON THE FEASIBILITY OF REGIONAL UTILITIES IN THE WATER AND WASTEWATER SECTOR OF ALBANIA

Expressions of interest
The World Bank has applied a grant from the Japanese Consultant Trust Fund to conduct a study on the feasibility of regional utilities in the water and wastewater sector in Albania. This study is part of the ongoing reforms in the water sector to improve the efficiency and financial sustainability of the utilities' operations. According to the agreement of the Trust Fund, this assignment will be restricted to only Japanese firms.
The proposed objective of this assignment is to assist the Government of Albania to explore the feasibility for the aggregation of water supply services. The consultant will advise the government and the Bank when aggregation may be considered as a way to improve service effectiveness and efficiency and the main drivers and constraints to such processes. The first objective should be met through: (i) an assessment of the existing institutional and legal framework for aggregation; and (ii) an assessment of the current pattern of the water utility size and their level of operational and financial efficiency. The second objective will be met by exploring which of the models of aggregation (based on international experience) suits the country context, such as, voluntary, carried out at the local level, or mandated by the central government.
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
Consulting firms should be able to demonstrate relevant experience in the aggregation of the water services preferably in developing economies. The firm should have expertise in: (a) institutional and legal framework for aggregation in the sector; (b) experience of aggregation in the region; (c) expertise in water utility management and operations; (d) knowledge in legal aspects of assets ownership transfer and aggregation; and (e) knowledge in municipal governance of water service provision, where the utilities are owned by the local governments. The firms may use the expertise of international consultants as well as consultants with relevant local knowledge. Firms may associate in the form of Joint Ventures or sub-consultants.
Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (Revised September 1997, January 1999, and May 2002). Consultants will be selected based on Fixed Budget Selection procedures with a fixed budget ceiling of $200,000.
