The Republic of Croatia has received a grant (TF 056514) from SIDA for Public Administration Reform Support, and intends to apply a part of the proceeds for preparation of Draft Law on Salaries in Public Services and Accompanying Legislature
The services include the following:
Review the list of legislation and other contracts governing the pay and benefit system of Public Service and provide confirmation that the list is complete, up to date and accurate.
Review, update and confirm the list of benefits related to pay and material rights in Public Services.
Make recommendations on consolidation of legislation and other contracts as well as the legal structure for consolidation.
Prepare the draft proposal legislation to be reviewed by the Committee in three readings and final draft proposal for the Government.
Preparation of all inclusive legal framework to provide for establishment of legal basis for the new pay and benefit system that includes job evaluation and employee appraisal/evaluation.
Prepare new legal acts or amendments to the current ones in accordance with the set principles and standard methodology for job evaluation, standard methodology for employee appraisal/evaluation, and pay and benefits system
The consultant is expected to begin the assignment within one week from the date of contract signing (currently estimated as end-November) and to complete it within a period of three months.
During the assignment, the consultant shall work closely with the Ministry of Finance.
Ministry of Finance now invites eligible consults to indicate their interest in provision of the above-mentioned services. Interested consults must provide information indicating their CV, references and any other information for their qualification in providing the services.
Consultant will be awarded a contract in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
The selection procedure shall follow the Individual consultant method as specified in the above-mentioned World Bank’s Guidelines.
The consultants shall be assessed based on the following criteria:
1. Academic degree in Law
2. Extensive theoretical and practical knowledge of Croatian:
1. labor legislation
2. public service structure, governing legislation and collective agreements
3. pay and benefit system
3. Proven experience in drafting proposal legislation and process of preparing and processing draft proposal legislation for enactment
