PROCUREMENT NOTICE
1. Publication Reference: PREPARATION OF THE ENVIRONMENTAL IMPACT STUDY
AND IMPLEMENTATION OF THE ENVIRONMENTAL IMPACT ASSESSMENT FOR THE

3. Financing: PLINACRO Ltd. (Zagreb, Croatia), State owned firms', own
resources and proceeds of European Investment Bank (Luxembourg) loan.

CONTRACT SPECIFICATION
6. Contract Description: PREPARATION OF THE ENVIRONMENTAL IMPACT STUDY
AND IMPLEMENTATION OF THE ENVIRONMENTAL IMPACT ASSESSMENT FOR THE
CONSTRUCTION OF THE GAS TRANSMISSION SYSTEMS AS PER THE FOLLOWING GROUPS:

7. Maximum Services Period: 7 months from the Notice to Commence.
CONDITIONS OF PARTICIPATION
8. Eligibility and Rule of Origin: Participation is open on equal terms
to all firms / legal persons participating either individually or in a
grouping (consortium) of Tenderers.
9. Grounds for Exclusion: Consulting firms of a country may be excluded
if, in accordance with a decision of the United Nations Security Council
taken under Chapter VII of the Charter of the United Nations, the
Investor's country prohibits any participation of firms from that country
in services, supply and works in other countries, or any payments to
persons or entities in that country.
10. Number of Tenders: Tenderers including consulting firms within the
same legal group, other partners of the same consortium, may submit only
one Tender for one, several, or for all groups. -Tenderers may offer
discount in case of more than one tender groups.
Tenders for parts of group will not be considered. Tenderers may not
provide a Tender for a variant / alternative solution in addition to their
Tender for the EIS as required in the Tender Documents.
11. Tender Guarantee: When submitting a Tender, Tenderers must provide a
Tender Guarantee issued by a first class bank, acceptable to the Investor,
amounting to 3% of their Tender Price. This Guarantee will be released to
unsuccessful Tenderers once the tender procedure has been completed and to
the successful Tenderer upon signature of the Contract by both Parties
(i.e. Investor and Consultant). The Guarantee will be called upon if the
Tenderer does not fulfil all obligations as stated in this Tender.
12. Clarification Meeting: Clarification meeting will be held in the
Investor premises, at the address here above (item 5.), 1st floor, room
No. 206 B, on November 21, 2007, 12h00 AM.
Consultants / Tenderers, which have queries regarding the Tender
Documents, should send them in writing to the fax (see item 5) -
mentioning the Publication reference indicated in the item 1 - or present
them, also in writing, at the occasion of the Clarification Meeting. The
Investor shall reply in writing to all questions and send its answers to
all Consultants / Tenderers that have procured the Tender Documents, at
least 14 days before the deadline for submission of Tenders.
The Contracting Authority - Investor may modify some provisions of its
Tender Documents at its own initiative at least 14 days before the
deadline for submission of tenders.
TENDERING
13. How to Obtain the Tender Documents The Tender Documents are available
from the Investor, at the above mentioned address, first floor, office No.
207 (Mrs. Matea Marković), tel: ## 385-1-630.16.36, fax: - " - 628).
The Tender Documents may by obtained either by bank payment of
non-refundable fee of 1.500,00 HRK or, Euro 200 to the PLINACRO bank
account in HRK No. 2340009-1100225794 by Privredna banka Zagreb, Croatia
or, in foreign currencies, No. 7001-978-285014 by Raiffeisenbank Austria,
swift RZB HHR2X - with the following reference: PN-I-529/07-FĐ
At written Consultants / Tenderers request, accompanied by payment
evidence, the Investor shall send Tender Documents by mail, but in no way
will be responsible for possible delay in shipment or loss of the
documents.
14. Tender Submission Conditions: Tenderers must submit their Tenders
either in Croatian, or in English language, using the standard Tender
submission form included in the Tender Documents, format and instructions
of which must be strictly observed.
15. Deadline for Submission of Tenders: Deadline for Submission of
Tenders is December 12, 2007, until 12h00 AM, Zagreb local time.
Any Tender received after this deadline will not be considered.
16. Public Tender Opening Session: The venue of the Tender Opening is:
Savska cesta 88 a, 10.000 Zagreb, Croatia, first floor, room No. 206 B.
The session may be attended by designated and authorised representatives
of Tenderers having submitted Tenders.
17. Tender Validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of Tenders.
SELECTION CRITERIA and AWARD of CONTRACT
18. Selection Criteria: The selection of the legally, technically,
economically and financially acceptable Tenderers will be carried out in
accordance with the following weighting:
a) Technical criteria: 70% with following subcriteria:
- references of executed similar contracts: 40%
- key staff: 60%
b) Financial proposals: 30%
19. Contract Award Criteria: Quality and Cost Based Selection, as
specified in Instructions to Tenderers.
20. Performance Guarantee and Contract Award The successful Tenderer will
be requested to provide a Performance Guarantee of 10% of the contract
value, in HRK or in Euro, when counter-signing the Contract.
The counter-signing of the Contract and the procuring of Performance
Guarantee must be carried out within 14 days after receipt by the
successful Tenderer of the Contract signed by the Contracting Authority.
If the selected Tenderer fails to counter-sign the Contract and provide
such a guarantee within this compulsory period, the Contract will be void
and a new contract may be drawn up and sent to the Tenderer, which has
submitted the next lowest, compliant Tender.
