II.1.5) Short description of the contract or purchase(s): The Commission
for Taxi Regulation proposes to establish a single party 4-year framework
agreement for the development and delivery of a national electronic
assessment system for SPSV drivers and operators on a regional basis. The
initial contract will comprise the following requirements: (a) development
and production of a question bank. (The questions will be based on
training material being developed as part of a separate procurement
process); (b) development of an electronic assessment system; (c) delivery
of assessment and certification, including provision of facilities on a
regional basis at individual test centres. The assessment format envisaged
will be via electronic touch screen, with multi-choice questions and
multi-media embeds. In relation to delivery of the service the following
requirements must be met: (i) provision of telephone booking service; (ii)
regular test scheduling; (iii) security and verification measures: (iv)
standardised testing environment; (v) facilitation of persons with reading
difficulties; (vi) availability of results within 24 - 48 hours; (vii)
issue of certificates to successful participants. The bank of questions
for use in the assessment programme will be developed during 2007 and the
system will be rolled out in 2008.Subsequent contracts under the framework
will include electronic refresher assessments and systems for use by
existing drivers and dispatch operators together with any additional
services required for the system.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Commission will not be responsible for
any costs, charges or expenses incurred by candidates or tenderers
involved in this contract award process. Contract award may be subject to
approval by the competent authorities. THE FOI Act applies to the
Commission for Taxi Regulation and therefore all candidates should
indicate whether any of the information provided by them in is to be
treated as sensitive commercial information which should remain
confidential to the Commission. The successful tenderer(s) will be
required to furnish a valid tax clearance certificate from the Irish
Revenue Commissioners. Contract award may be subject to clarification
interview. The successful tenderer will be required to enter into a
framework agreement for the delivery of the services. The initial contract
as described in II.1.5 above will be awarded to the framework member
submitting the most economically advantageous tender. Thereafter the
Commission will consult with the framework provider in writing for the
award of additional contracts. Admission to the Framework will be subject
to acceptance of the Commission's standard terms and conditions of
contract and to the submission of a valid and compliant tender for the
