INVITATION TO APPLY FOR ELIGIBILITY AND TO BID


PROVISION OF POSTAGE SERVICES FOR THE TRANSMITTAL OF POUCHES AND PARCELS TO PAG-IBIG FUND BRANCH OFFICES AND VARIOUS LOCATIONS WORLDWIDE FOR Y2008-2009


The Pag-IBIG Fund, through its Bids and Awards Committee-Goods & Services intends to apply the sum of Twelve Million Nine Hundred Six Thousand Four Hundred Sixty Four Pesos (P 12,906,464.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Provision of Postage Services for the Transmittal of Pouches and Parcels to Pag-IBIG Fund Branch Offices and Various Locations Worldwide for Y2008-2009. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.

The Pag-IBIG Fund now invites Bids from eligible Bidders for the Provision of Postage Services for the Transmittal of Pouches and Parcels to Pag-IBIG Fund Branch Offices and Various Locations Worldwide. The contract shall take effect on January 1, 2008. The description of an eligible Bidder is contained in Section II of the Bidding Documents, Instructions to Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A.9184), otherwise known as the "Government Procurement Reform Act", and is restricted to Filipino citizen/s sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section III of the Bidding Documents, ITB. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during post-qualification procedure.

Interested Bidders may obtain further information from the BAC-GS Secretariat of Pag-IBIG Fund and inspect the Bidding Documents at Room 704, 7th Floor, Atrium of Makati, Makati Avenue, Makati City on September 10, 2007 from 8:00 AM to 5:00 PM, Monday through Friday.

A complete set of Bidding Documents may be purchased by interested Bidders from the BAC-GS Secretariat, Room 704, 7th Floor, The Atrium of Makati, Makati Avenue, Makati City starting September 10, 2007 upon payment of a non-refundable fee in the amount of Nine Thousand Pesos (P 9,000.00) in the form of cash, certified check, cashier's check, manager's check payable to Pag-IBIG Fund. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.








The Pag-IBIG Fund will hold a Pre-Bid Conference open to all interested parties on September 17, 2007 at 9:00 A.M. at the Taduran Hall, Room 602, 6th Floor, Atrium of Makati, Makati Avenue, Makati City.

Bids and eligibility requirements must be delivered to Room 704, 7th Floor, Atrium of Makati, Makati Avenue, Makati City on or before 9:00 A.M. of October 1, 2007. All Bids must be accompanied by a Bid Security in the form and amount indicated in the Bidding Documents. Late Bids shall not be accepted.

Bid opening shall be on October 1, 2007 at the Taduran Hall, Room 602, 6th Floor, Atrium of Makati, Makati Avenue, Makati City at 9:00 A.M. Bids will be opened in the presence of the Bidders' representatives.

The Pag-IBIG Fund, Head Office reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
