II.1.4) Short description of the contract or purchase(s): The National
Library of Norway shall be a multimedia centre of knowledge which will:
-Be among Europe's most exciting and modern national libraries
-Form the core of the Norwegian Digital Library
-Offer high quality knowledge and experiences
-Assist in the understanding of culture and technology
-Be an organization willing and able to change
The National Library (NB) shall be the premier source of information about
Norway, Norwegians and Norwegian culture, and it is to be Norway's main
resource for the collection, archiving and distribution of Norwegian
media.
Its functions include establishing, preserving and making available a wide
variety of collections.
The National Library owns and manages several unique collections. All are
available for research and documentation, and most are accessible to the
public through the National Library's general library services or via the
Internet. These include:
-Unique manuscript collections (including handwritten manuscripts)
-special book collections
-music collections
-radio broadcasts from the 1930s up to the present day
-film collections
-theatre collections
-a large map collection
-posters
-photographs
-newspapers
We have the ambition to become one of Europe’s most exciting and modern
national libraries. In order to make this vision come true, we are
focusing on professional development and web-based desemination of
knowledge and cultural information through our digital library.
NB has about 340 employees, and is located in Oslo and Mo i Rana. The
organization’s activities are divided into four divisions based on
profession and one management/ administrative division.
Managers at all levels of The National Library are responsible for
budgets, employees and results within their part of the organization.
Within the new organizational structure there will be four departments
based on profession/trade and two management/administrative departments.
Through internal management training programs we will give our leaders the
knowledge, the tools and the personal courage to attend to their role of
management in the best possible way.
Based on these facts NB wants to enter into a two year framework
agreement, with an option for the purchaser to extend the agreement by one
additional year, on successive purchases of management consultant services
for developing and carrying through the internal management training
program.
The top management at NB comprises of The National Librarian, The
Assisting National Librarian, two directors from the
management/administrative divisions and five directors from the divisions
organized by profession or trade.
The hired management consultants will operate in close relations with this
group.
The management training programs at The National Library will be designed
and managed within the institution, based on local internal needs and the
actual situation in various parts of the organization.
The programs will be an integrated tool for obtaining our strategy and
main objectives, in addition to contributing towards creating a good
working environment.
Starting late 2004/early 2005 and up to last spring NB has conducted its
first round on management training.
The program has been developed and carried through partially with the help
of external management consultants.
NB’s top management has gone through a team-building program ending in
March 2006.
The divisional directors with their respective section leaders have
undergone a management training program consisting of two, three day
courses. The main focus of this program was the role of management, the
responsibilities of management and the personal leadership.
The oncoming programs is focusing on the following subjects:
A. Organizational design as a way to create allegiance to The National
Library as institution.
B. Widening the understanding of the role of leadership, the
responsibilities of managers and the tasks of management.
C. Further developing the personal leadership role. (The understanding of
Me as a leader)
D. Team- and network building within the organizational hierarchy and
sideways across the organizational boundaries.
The programs contain a combination of theoretical updating, practical
exercises, and training activities in connection with the course’s main
subjects.
Based on our intention to have a firm grip on the design and the
accomplishment of the programs, we has entered into three parallel
framework agreements with one or more companies within each of the main
management subjects. The selection of contract partner(s) has been based
on competence, skills, experience and price.
Single purchases/orders will be placed after prior requests on available
capacity at the various vendors on framework agreement, on ordering date.
Time frame for the commission is from fall 2006 and up to the end of
2008.The agreement has an option for the customer to extend the contract
period by up to one additional year.
The economic frame for the commission is not clear yet, but the value of
the contract ex. VAT and the value of options, has so far been estimated
at 2 mill. NOK.
The standard contract “Statens standardavtale om konsulentbistand” will
apply for this agreement.
The evaluation on the offers will be based on the following criteria in
order of priority:
1. Experience, competence and skills on each of the programs main
subjects.
2. Experience from similar work in management-building competence
organizations.
3. Knowledge of regulations on and management in public sector.
