The Government of Egypt has received a loan from the International
Development Association in the amount of USD 75,000,000 equivalent
toward the cost of the Education Enhancement Program Project, and it
intends to apply the proceeds of this loan to payments under the
contract for Procurement of Personal Computer Labs. Bidding for
contracts financed by the International Development Association will
be governed by the procurement rules specified in the World Bank
Procurement under IBRD Loans and IDA Credits[1]. It is open to all
bidders from eligible source countries as defined in the guidelines.

The Education Enhancement Program Project (EEP) objectives are to
enhance the Ministry's ability to achieve its major long term
goals outlined above. This project will be the first of a series
designed to increase gender equity, improve instructional quality and
increase sectoral efficiency. The Government has developed a long-term
strategic framework defining the EEP consisting of thirteen objectives
for basic education and the interventions the Government will employ
to achieve these objectives. The project will assist the Government
with the following components: a) improve coverage and equity of
access in basic education; b) improve the quality of student
performance in basic education; and c) improve system efficiency.

Ministry of Education. now invites sealed bids from eligible bidders
for the following lot:

- PCs (Personal computers)
- operating systems (Operating-systems software)
- fast ethernet switches (Ethernet network)
- cabling (Cable and related products)
- lab furniture (Computer equipment and supplies)

PC laboratories shall be procured for 1,000 schools located in
different Governorates..

The following conditions shall be applied: Bids must be presented in
accordance with technical specifications as specified in the bidding
documents. The contract will be awarded to the lowest responsive bid
for supplying the complete package. Domestic preference with a 15 per
cent margin will be granted according to the Instructions to Bidders
and the Bid Data Sheet of the bidding documents. Bids must be valid
for at least 90 days from the bid opening date..

Bidding is allowed for whole lots only.

A margin of preference will be applied to domestically manufactured
goods.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at Ministry of Education. at the address
below from 09:00 to 14:00. A complete set of bidding documents in
English may be purchased by interested bidders on the submission of a
written application to the address below and upon payment of a
nonrefundable fee of EGP 1000. or its equivalent. The method of
payment will be: cash or certified check. The document will be sent by
courier or directly remitted.

Bids must be delivered to the address below by 12:00 on 13 May 2002.
All bids must be accompanied by a bid security equivalent to 2% of the
bid price. Bids must be submitted in one sealed envelope and
accompanied by a provisional deposit of two per cent of the total bid
price, to be increased to ten per cent in case of awarding. Late bids
will be rejected. Bids will be opened in the presence of bidders'
representatives who choose to attend at the address below on 13 May
2002 at 12:00.
