Supply, Delivery and Installation of Furniture Items, Office Partition and Window Blinds for the Angeles City Hall of Justice

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business on Line.

2. The Government of the Philippines has received a loan from the International Bank for Reconstruction and Development toward the cost of the Judicial Reform Support Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for the Supply, Delivery and Installation of Furniture Items, Office Partition and Window Blinds for the Angeles City Hall of Justice.

3. The Supreme Court of the Philippines now invites sealed bids from eligible and qualified bidders for the Supply, Delivery and Installation of Furniture Items, Office Partition and Window Blinds for the Angeles City Hall of Justice. The delivery and installation period is 90 days after the issuance and receipt of the Notice to Proceed (NTP).

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from the BAC-APJR Secretariat, e-mail: bac_apjr@yahoo.com.ph and inspect the Bidding Documents at the address given below from 8:00 a.m. to 4:30 p.m.

6. Qualifications requirements include: To qualify for award of the Contract, bidders shall meet the following minimum qualifying criteria:

(a) Must have at least 31M average turnover in similar supply contracts for the past three years (Provide documentary evidence).

(b) Must have a minimum experience of at least 3 years in the Supply Delivery and Installation of office furniture and fixtures. (Provide list of current and previous supply contract with corresponding contract amount and certificate of project completion and acceptance)

7. A complete set of Bidding Documents in English may be purchased from 9 July 2007 to 9 August 2007 by interested bidders upon submission of a written Application to the BAC-APJR Secretariat, Program Management Office 6th Floor, Centennial Building, Supreme Court of the Philippines, Padre Faura St., Ermita, Manila, Philippines and upon payment of a non refundable fee Php 1,000.00 or in convertible currency. The method of payment will be in cash or cashier’s check.

8. Bids must be delivered to the BAC-APJR Secretariat, Training Room Ground Floor, Centennial Building, Supreme Court of the Philippines, Padre Faura St., Ermita, Manila, Philippines not later than 2:00 p.m. on 22 August 2007. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the Supreme Court Training Room, Ground Floor, Centennial Building, Padre Faura St., Ermita, Manila, Philippines on 22 August 2007, at 2:01 p.m.

9. A Pre-Bid conference will be conducted on 10 August 2007 at exactly 2:00 p.m. at the Supreme Court Training Room, Ground Floor, Centennial Building, Padre Faura St., Ermita, Manila , Philippines

10. All bids shall be accompanied by a Bid Security with the following amount and form: 1)Manager’s Check, Bank Draft or Irrevocable letter of Credit Php 315,000.00 2) Bank Guarantee Php 472,000.00 and Surety Bond Php 786,000.00.

11. The Bids and Awards Committee for the Action Program for Judicial Reform (BAC-APJR) of the Supreme Court of the Philippines reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
