Contract specifications
6. Object of the contract: Technical assistance contract.
7. Contract description: Under the contract the aim is to provide
technical assistance with analysing, developing and setting up a new land
registry system: GIS and database for the Land Registry Department in
Senegal, comprising a GIS/RDBMS nucleus, its connection with the current
taxation system, as well as defining and setting up all operational
aspects. The project aims are to:
(1) redesign the land registry system which at the moment exists
embryonically at the central land registry office;
(2) define the computer hardware needed for the new architecture at
central and decentralised levels;
(3) define and support the software tools needed to implement the land
registry system at central level;
(4) define software and hardware tools for decentralised departments;
(5) develop applications;
(6) develop a software liaison with the SIGTAS system;
(7) ensure upward and downward data compatibility with other software;
(8) introduce the full system prototype;
(9) install the system;
(10) provide staff training in the use of the new system;
(11) develop technical procedures so that the system can be operated
correctly;
(12) provide system maintenance;
(13) provide system documentation;
(14) migrate existing data in the new system.
When the assignment ends a workshop is to be organised to validate the new
land registry system thus developed for the contracting authorities and
the Land Registry Department.
8. Number and titles of lots: 1 lot.
9. Maximum budget available: EUR 295 000.
10. Any additional services: Not applicable.
Conditions for participation
11. Eligibility: Participation in the contract is open to all legal
entities from the European Union Member States and from the countries and
territories of the regions covered and/or authorised by the regulations
regarding Community external assistance and all other instruments
applicable to the programme under which the contract is financed (see
point 30). Participation of natural persons is governed by the instrument
that specifically applies to the programme under which the contract is
financed.
12. Application: Any eligible natural person or legal entity (as defined
in point 11) or grouping of said parties (consortium) may apply.
A consortium can be a permanent grouping with legal status or an informal
grouping created with a specific invitation to tender in mind. All the
members of a consortium (i.e. lead company and all other members) shall be
jointly and severally liable vis-à-vis the contracting authority.
Should an ineligible natural person or legal entity (as defined in point
11) take part, this will result in the application concerned being
automatically disqualified (in particular, the application from the whole
consortium where said party belongs to a consortium).
13. Number of applications: Natural persons or legal entities can only
submit 1 application irrespective of whether they take part as a sole
legal entity, or as a lead company or member of a consortium submitting an
application. Should a natural person or legal entity submit more than 1
application, all the applications involving said party will be
disqualified.
14. Prohibition on alliances between shortlisted candidates: Tenders
which include companies not mentioned on the application forms used to
compile the shortlist will be disqualified from this restricted procedure.
Candidates invited to tender may not form alliances or subcontract to each
other for the contract in question.
15. Grounds for exclusion: Candidates must sign and enclose with their
application the statement provided in the standard application form
confirming that they are not in any of the situations described in section
2.3.3 of the Practical Guide to contract procedures for EC external
actions.
16. Subcontracting: Subcontracting is not permitted.
17. Number of candidates invited to tender: There must be at least 4, but
no more than 8, candidates on the shortlist.
Provisional schedule for activities
18. Scheduled date for dispatch of invitations to tender: End of August
2007.
19. Scheduled date for commencing activities: November 2007.
20. Initial contract length, and possible extension: The project should
be carried out in 2 phases:
— phase 1 will last 6 months,
— phase 2 for maintenance assignments (modifications and validation of the
system), of 2 months for the assignment head and the IT expert specialised
in computer systems and network management.
Phase 2 can be broken down as follows:
— first fortnight on the twelfth month after contract notification (2 men
× 15 days),
— second fortnight on the eighteenth month after contract notification (2
men × 15 days).
Selection and award criteria
21. Selection criteria: The following selection criteria will be applied
to candidates. Where applications are submitted by a consortium, then the
criteria will apply to the consortium as a whole.
(1) Candidates' economic and financial capacity (see section 3 of the
application form):
average annual turnover of the candidate (or lead company for a
consortium) in the past 3 years must have been in excess of EUR 300 000.
(2) Candidates' professional capacity (see sections 4 and 5 of the
application form):
candidates (or the consortium as a whole where the application is
submitted by a consortium):
— must provide an abstract of their entry on the professional or trade
register issued by the appropriate authorities in the country and
demonstrate proven experience in developing applications of the land
registry type.
The fields considered relevant for this contract are:
GIS (geographic information system);
IT (information technology), computer systems and network management;
GEIDE (electronic management);
RDBMS (relational database management system),
— must have 4 or more experts, in the aforementioned fields, on the staff
who can be called upon. Candidates should compile a list specifying the
expert's name and specialist field in relation to this contract.
(3) Candidates' technical capacity (see sections 5 and 6 of the
application form):
candidates (or the consortium as a whole where the application is
submitted by a consortium) have as a minimum the following references:
— candidates must have successfully implemented 3 or more similar projects
in relation to this contract, during the past 3 years, for at least 1
contract in relevant fields and where the budget was equal to or more than
the one in this contract.
Evidence of these services must be provided by performance certificates
stating that they were carried out in accordance with good practice.
If more than 8 applications prove to be eligible, i.e. meet all the
selection criteria, then the strengths and weaknesses of these candidates'
applications will be re-examined to determine which 8 applications for the
invitation to tender are most suitable. Only the following factors will be
considered in the re-examination:
— number of projects which candidates have already implemented in similar
fields for land registry requirements on a similar financial scale and the
results obtained,
— number of similar contracts executed in Africa.
22. Award criteria: The criteria are specified in the invitation to
tender dossier appended to the letter of invitation to tender which will
be sent to shortlisted candidates.
Application submission procedures
23. Final date for submission of applications: 31.7.2007 (10:00), local
time in Dakar.
Applications received after this deadline will be rejected.
24. Application submission procedures and information to be supplied: The
standard application form must be used for applications. This form is
available from the following web address:
http://europa.eu.int/comm/europeaid/index_fr.htm. The clauses and format
of this form must be strictly adhered to.
Additional documentation (brochure, letter, etc.) enclosed with the
application will not be considered.
25. Procedures for dispatch of applications: Applications must only be
sent to the Secretariat of the PMU:
— either by registered post (official postal service), to the following
address:

— or by bearer (express courier services in particular) who will deliver
the application straight to the Secretariat of the PMU, at the
aforementioned address, in return for a signed and dated acknowledgement
of receipt.
The contract title and the contract notice number (see point 1) must be
clearly marked on the envelope containing the application and must be
quoted in all subsequent correspondence with the contracting authority.
Applications submitted in any other way will not be considered.
26. Amendments to or withdrawal of applications: Tenderers may amend or
withdraw their tender by giving notice thereof in writing before the final
date for submission of tenders. Tenders cannot be amended once this
deadline has passed.
Notice of amendments to or the withdrawal of a tender must be drawn up and
sent as per the instructions given in point 25. The word 'modification'
(amendment) or 'retrait' (withdrawal), as applicable, must be written on
the outside envelope.
27. Working language: All correspondence concerning this invitation to
tender procedure and contract must be in French.

30. Legal basis: ACP-EC Cotonou Agreement, signed on 23.6.2000, as
revised by the agreement signed in Luxembourg on 25.6.2005 amending the
