Selection of Consultants by the World Bank Borrowers – Selection per Product

1. The Federative Republic of Brazil has received a donation from the International Bank for Reconstruction and Development – IBRD with the objective of increasing the ability of selection, analysis, execution, monitoring and investment evaluation of the public sector. It intends to invest part of the donated amount to pay the consultancy services in order to aid the Secretariat of the National Treasure, through the Analysis Coordination of Economics-Fiscal for Public Investments – COAPI. Its goal is to evaluate, according to the top iternational knowhow, potential improvements on the Brazilian institutional design of public investment-oriented projects. In this sense, COAPI is looking for consultants specialized in public investment infrastructure projects who attend the specifications bellow.

2. The consultants must deliver all products in Portuguese, as well as the workshop and the presentations. The professionals must have, as minimum qualification:

Consultant 01 – Project Management
University degree, 10-year minimum experience, covering: knowledge of international practices regarding public investment project management related to infrastructure, with emphasis on institutional arrangements.
Consultant 02 – Research
University degree, 10-year minimum experience, covering: experience in governmental institutions, consultancy, research agencies or centersin one or more of the following abilities: infrastructure public project planning, control, management or supervision, involving multiple agents and with experience in those areas in European countries.

3. One single consultant will be selected per area, according to the World Bank procedure for Selection and Employment of Consultants by World Bank Borrowers, published January, 1997 (revised January and August, 1996, revised September, 1997, January, 1999 and May, 2002), and also, as stated in Act nº 5.151, of July 22, 2004, Articles 4 and 5, through simplified selective process (curriculum analysis). Proof of the technical or scientific ability compatible with the required activity will be mandatory. It is hereby forbidden to contract active servants of the Federal, State, Federal District or Municipal Public direct or indirect Administration, as well as employees of its subsidiaries or controled, related to the technical cooperation agreements or same type instruments.

4. The Declarations of Interest must be sent in up to 10 days after this publication, to the following e-mail: coapi.df.stn@fazenda.gov.br including the code and name for the position the candidate applies to.
