The Government of Croatia has received a loan from the International
Bank for Reconstruction and Development in the amount of USD 7,300,000
equivalent toward the cost of the Technical Assistance for
Institutional Regulatory Reform for Private Sector Development
Project, and it intends to apply the proceeds of this loan to payments
under the contract for Test Census of Business Entities.

The Technical Assistance Project for Institutional and Regulatory
Reform for Private Sector Development supports the encouragement for
private sector development, as specified by the Country Assistance
Strategy (CAS), through business improvement, conducive to private
sector growth. The main components of the project include: 1) The
creation of regulatory and institutional frameworks for public
utilities, to include advisory services for the design of a new
organizational structure, and development of detailed regulations, to
assist the Office for the Restructuring and Economics of State-owned
Enterprises (ORESE). Advisory services to the Ministry of Economy will
be available to draft new energy laws, covering power, gas, and
petroleum products. 2) The strengthening of the Agency for the
Protection of Market Competition (APMC), will be accomplished through
the provision of advisory services, for the development of secondary
legislation for the 1995 Competition Law. Assistance will support the
development plan for the APMC, in compliance with the Competition Law.
3) Institutional strengthening assistance will be provided to
financial and statistical agencies, as well as for bank privatization
activities.

Central Bureau of Statistics now invites eligible consultants to
indicate their interest in providing the following services:

- The services include preparing and carrying out the Test Census
of Business Entities and proposing the method of using collected
data for creation of the initial state of the Business Register
and for using it in business statistics (Data services)

The consultants are expected to organize and prepare complete project
which comprises: preparation of proposals of necessary regulations,
making of the methodology and methodological instructions, procurement
of necessary equipment (hardware and software), printing and
distribution of questionnaires and methodological instructions,
training of participants, collecting questionnaires and manual
processing, interviewing, coding, data input, controlling and making
corrections, creation of the initial state of the Business Register,
tabulating the results, comparing them with other data resources,
quality assessment and proposing the method of using the data in
business statistics..

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].

to the address below by 12:00 on 28 February 2002.
