SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The Commission
for Taxi Regulation wishes to engage in a Competitive Dialogue relating to
the establishment of a four year framework agreement with a single
operator for the development and production of a service provider's
accredited training programme for SPSV (Small Public Sector Vehicle)
drivers and dispatch centre operators in Ireland. The services required
will include:
- Devlopment and production of main training programme and associated
training materials.
- The achievement of appropriate accreditation of the programme.
- Ensuring that the award is fully recognized under the National Framework
of Qualifications of the National Qualifications Authority of Ireland. (

In addition it will include any ancillary services required during the
period of the framework. For further information please see the

It is anticipated that the competitive dialogue process will be conducted
over a 2-month period. Following the evaluation of the completed
questionnaires returned by applicants, the Commission will invite at least
three of the highest scoring applicants meeting the requirements of the
criteria and rules for qualification to enter the Competitive Dialogue
process. The qualification questionnaire is incorporated in the
Descriptive Document available to download from www.etenders.gov.ie.
The Commission for Taxi Regulation reserves the right to reduce the number
of solutions to be discussed by applying the award criteria stated in the
Descriptive Document. All applicants and those admitted to this
competitive dialogue are assured that the solutions proposed by them or
confidential information communicated by them in the course of the
competitive dialogue procedure will, subject to the Freedom of Information
Act, not be revealed to other parties, whether or not these are
participants in the competitive dialogue, without the express permission
of the parties in question. Suitable participants remaining at the
conclusion of the Competitive Dialogue will be invited to submit final
tenders. Tenders will then be assessed on foot of the original stated
award criteria and rules in order to identify the most economically
advantageous tender(s). Tenderers may be asked to clarify certain aspects
of their tenders or to confirm any commitments indicated in their tenders
prior to any decisions on award being made. The Commission reserves the
right at its sole discretion not to award any contract following the
conclusion of this competitive dialogue.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Commission envisages that the
programme to be undertaken by all new and existing SPSV drivers and will
have a duration of approximately 30 hours, while the refresher course to
be undertaken by all certified SPSV drivers every three years after
completing the main programme will have a duration of approximately three
hours.

III.1) CONDITIONS RELATING TO THE CONTRACT

reference to the relevant provisions regulating them: To be agreed with
the successful tenderer.

whom the contract is to be awarded: A grouping if successful must be
prepared to contract as a single entity having joint and several
liability.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Competitive dialogue.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged number of operators 3
Objective criteria for choosing the limited number of candidates: At least
3 will be invited into a competitive dialogue depending on the quality of
qualifications questionnaires received.
IV.1.3) Reduction of the number of operators during the negotiation or
dialogue: Recourse to staged procedure to gradually reduce the number of
solutions to be discussed or tenders to be negotiated yes.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Commission will not be responsible for
any costs, charges or expenses incurred by candidates or tenderers
involved in this contract award process.
Contract award may be subject to approval by the competent authorities.
THE FOI Act applies to the Commission for Taxi Regulation and therefore
all candidates should indicate whether any of the information provided by
them in the course of this competitive dialogue procedure is to be treated
as sensitive commercial information which should remain confidential to
the Commission.
The successful tenderer(s) will be required to furnish a valid tax
clearance certificate from the Irish Revenue Commissioners.
Contract award may be subject to satisfactory performance at interview.
The Process:
At least three of the highest scoring applicants meeting the requirements
of the criteria and rules for qualification will be invited to participate
in the competitive dialogue leading to the establishment of the single
party 4 year framework agreement.
The Commission reserves the right to reduce the number of solutions to be
discussed by applying the award criteria stated in the Descriptive
Document. All applicants and those admitted to this competitive dialogue
are assured that, subject to Freedom of Information obligations, the
solutions proposed by them or confidential information communicated by
them in the course of the competitive dialogue procedure will not be
revealed to other parties, whether or not these are participants in the
competitive dialogue, without the express permission of the parties in
question.
Formal Tender Submission
Participants deemed suitable following the termination of the dialogue
process will be invited to submit formal tenders for the initial contract
as described in the Descriptive Document. Tenders received will be
assessed on foot of the original stated award criteria and rules in order
to identify the most economically advantageous tender(s). Tenderers may be
asked to clarify certain aspects of their tenders or to confirm any
commitments indicated in their tenders prior to any decisions on award
being made.
Conclusion of Process
The successful tenderer will be required to enter into a framework
agreement for the delivery of the services. The initial contract will be
awarded to the framework member submitting the most economically
advantageous tender. Admission to the Framework will be subject to
acceptance of the Commission's standard terms and conditions of a contract
and to the submission of a valid and compliant tender for the initial
contract. The Commission reserves the right at its sole discretion not to
award any contract following the conclusion of this competitive dialogue
