SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Digital Printing Equipment, VHV black and white and colour copiers.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Digital
Printing equipment, VHV black and white and colour copiers.
Black and white copiers
Manchester Metropolitan University require the supply, delivery,
installation and maintenance of high volume digital black and
white copiers to replace their current equipment. The following functions
are desired from the proposed machines:
- digital quality input and output at a minimum of 600 dpi;
- capability to produce A4 and SRA3 copies, both single sided and duplex;
- capability to produce copies on a range of paper weights and substrates
up to a maximum of 250 gsm and including transparencies;
- capability to produce copies at a minimum speed of 110 copies per
minute;
- the proposed machines are also required to be compatible with both PC
and Mac networks, and if possible be able to receive elements from both
formats to be combined into one job;
- programming and storage of regular items of work, preferably with
capacity to scan and save subsequent jobs whilst the machine is operating;
- finishing options to include corner and side stitching and straight and
offset sorter delivery. To also have the facility of spiral punch/wire
punch and 4 hole punch in line, square edged stitching, with the ability
to change the die;
- several paper supply trays with the capacity to insert pre-printed
covers or dividers into a job;
- it is also desirable for these machines to be linked together in order
to increase the output capacity of the installation;
- to include software and a rip to accept print remotely, sending work to
the copiers via a network using web submission for all the university's
3000 staff. This software should also have the ability to accept variable
data, cost the work and give detailed reports on charges;
- the predicted annual throughput for the service is a total of 32 000 000
copies per annum.
Colour copiers
Manchester Metropolitan University require the supply, delivery,
installation and maintenance of a high vloume digital clolour copier and 3
medium volume digital colour copiers to replace their current equipment.
The following functions are desired from the proposed machines:
- digital quality input and output at a minimum of 1 200 dpi;
- capability to produce A4 and SRA3 copies, both single sided and duplex;
- capability to produce copies on a range of paper weights and substrates
up to a maximum of 300 gsm and including transparencies;
- the proposed machines are also required to be compatible with both PC
and Mac networks, and if possible be able to receive elements from both
formats to be combined into one job;
- programming and storage of regular items of work, preferably with
capacity to scan and save subsequent jobs whilst the machine is operating;
- it is also desirable for these machines to be linked together in order
to increase the output capacity of the installation;
- to include software and a rip to accept print remotely, sending work to
the copiers via a network using web sumission for all the university's 3

Predicted annual throughput for the service is 32 000 000 copies.
Colour Copiers
The predicted annual throughput for the high volume machine is 1 200 000
copies and the 3 medium volume machines are redicted to have a total
throughput of 1 000 000 copies.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 36 (from the award of the contract).

III.1) CONDITIONS RELATING TO THE CONTRACT

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements

formalities necessary for evaluating if requirements are met: A statement
is required that there are no matters relating to bankruptcy, insolvency,
criminal convictions or failure to pay taxes which might render the
supplier ineligible to tender.
In accordance with clause 14 of the Public Services Contracts Regulations
1993. Evidence must be provided of registration with a relevant
professional organisation.
Evidence must be provided of the legal form to be taken by the company and
its organisational structure.

necessary for evaluating if requirements are met: Evidence must be
provided of turnover and financial performance for the last three
years,one set of the organisations audited accounts for the past two
years.
Confirmation in writing from subsiduary companies that a Parent Company
Performance Guarantee extending to the ultimate parent would be commited
to in the event of award of contract.

similar service has been provided in the last three years with contract

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: This authority will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have two working days from notification of the
award decision to request additional debriefing and that information has
to be provided a minimum of 3 working days before expiry of the standstill
period. Such additional information should be requested from the address
in section I.1.
If an appeal regarding the award of a contract has not been successfully
resolved the (for Public Sector) Public Contracts Regulations 2006 (SI
2006 No 5) provide for aggrieved parties who have been harmed or are at
risk of harm by a breach of the rules to take action in the High Court
(England, Wales and Northern Ireland). Any such action must be brought
promptly (generally within 3 months). Where a contract has not been
entered into the court may order the settling aside of the award decision
or order the authority to amend any document and may award damages. If the
contract has been entered into the court may only award damages.
