SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Provision, Implementation and Support Of an Applications Suite.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Commission
for Taxi Regulation wishes to engage in a restricted procedure relating to
the acquisition of an applications suite to assist it in managing its
daily processes.
The Commission envisages the provision of an application suite system as a
core support to its various functions and activities. The Application
Suite should incorporate at least the following functions together with
relevant support functionality:
Licensing: - the applications suite needs to have at its core a register
of licenses for vehicles, drivers and dispatch centres including the
facility to support outsourcing of service provision to third parties
Event Logging: - logging of enforcement events, complaints, generation of
fines
Workflow: - integration with desktop productivity toolset
Contact Management - facility to integrate with 3rd party Call-handling,
logging contacts, acknowledgement, correspondence templates,
correspondence audit trails, database management
Reporting and Querying :- report generation, activity reporting, querying.
The Commission would also see a need for additional requirements which are
referred to in the attached document associated with this call for
competition and available to download from www.etenders.gov.ie.
In order to be selected for participation in this procedure, applicants
must meet the objective and non-discriminatory criteria and rules for
participation set out in the qualification questionnaire which is
available to download from www.etenders.gov.ie.
Applicants should submit their completed qualification questionnaire
before the stated date and time which will then be evaluated against the
criteria and rules for selection. At least 5 of the top scoring applicants
will be put on the tender list and invited to tender.
Tenders will then be assessed on foot of the stated award criteria and
rules in order to identify the most economically advantageous tender(s).
Tenderers may be asked to clarify certain aspects of their tenders or to
confirm any commitments contained in their tenders prior to any decisions
on award being made. Tenderers may be asked in for a presentation and
interview as part of this procedure.
The Commission reserves the right at its sole discretion not to award any
contract following the conclusion of this procedure.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The contracting authority will not be
responsible for any costs, charges or expenses incurred by candidates or
tenderers involved in this contract award process. Contract award may be
subject to approval by the competent authorities. THE FOI Act applies to
the Commission for Taxi Regulation and therefore all candidates should
indicate whether any of the information provided by them in the course of
this competitive dialogue procedure is to be treated as sensitive
commercial information which should remain confidential to the authority.
The successful tenderer(s) will be required to furnish a valid tax
clearance certificate from the Irish Revenue Commissioners. Contract award
may be subject to satisfactory performance at interview. It is the policy
of the Commission in accordance with public procurement rules to publish
the value of the contracts awarded.
