Requirements
A key aspect in LT Scotland meeting its remit is in the development and
production of materials to guide and support teachers, learners and
others. A range of printed materials are required to support the work of
LT Scotland and as such there is a requirement to develop a print
framework. The main areas of print requirements for LT Scotland are as
follows:
- Design
- Print finishing
- Web Conversion
- CD-ROM and DVD duplication/production
- Translation
- Marketing materials
- Signage, mostly for conferences
Suppliers will not be expected to have experience in all of these areas,
but will be expected to demonstrate relevant experience in the areas that
they wish to be considered for. It is unlikely that a supplier with
knowledge or experience in one of the areas given above would be
considered as suitable for inclusion on this framework agreement.

VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: LT Scotland will incorporate a minimum of 10 calendar
days standstill period at the point of information on the award of the
contract is communicated to tenderers. This period will allow unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of 3 working days before the
expriry of the standstill period. Such additional information should be
sought from corporatetenderenquiries@LTScotland.org.uk. If an appeal
regarding the award of the contract has not been successfully resolved,
The Public Contracts (Scotland) Regulations 2006 (SSI 2006 No1) provide
for aggrieved parties who have been harmed or are in risk of being harmed
by a breach of the rule to take action in the Sheriff Court or Court of
Session. Any such action must be brought promptly (usually within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any documentation and may award damages. If the contract has been entered
into, The Court may only award damages.
