Notice for a service contract financed by the EDF (European Development
Fund)

Contract specifications
6. Object of the contract: Contract for technical assistance with the
digital mapping of 36 municipalities in the Republic of Senegal.
7. Contract description: The successful tenderer will be called upon to
provide the awarding authority (the National Authorising Officer) with the
following services, for each of the 36 municipalities:
— aerial photography of said municipalities over a total area of 13 480
ha, as per the following criteria:
scale: 1:8000,
quality: colour,
focal length: 152 mm,
overlap: forward overlap: 60 %; side overlap: 30 %,
— basic mapping: the tenderer will carry out 1:2000-scale line plotting
featuring all details visible on the negative and will then include all
details that should figure on the basic map, notably land parcel
boundaries, constructions and place names,
— cadastral map: in collaboration with cadastral services, the tenderer
will then carry out land parcel formation. An index diagram will be made
for this purpose.
As part of a national development process, this project will:
— ensure updated urban mapping, to be used in studies on urban
infrastructure design and construction, urban planning, regional planning
and land-use management,
— create a cadastral database containing the essential data to enable the
base property tax to be set, ratepayers to be identified and upkeep
expenses to be assessed, etc.,
— manage the land-use and cadastral situation using the geographical
information system (GIS),
— ensure a detailed census of all properties in the municipality, to be
updated on a permanent basis,
— set up a land-use database using cadastral surveys and the preparation
of cadastral maps in order to provide expert knowledge and ongoing
improvement of the tax base,
— provide the municipal authorities with basic mapping containing all the
information needed for good planning and development of municipal areas,
— manage and develop the State's private, public and national domains,
— improve, follow up and revise the national regional development plan,
— ensure follow-up to the urban development plan,
— develop parcelled areas and provide coding for same,
— extend the land-use tax base in order to increase considerably the level
of tax collection in each of the urban municipalities concerned,
— allow municipalities to have the necessary financial resources available
to apply their respective development policies.
8. Number and titles of lots: 1 lot.
9. Maximum budget available: Maximum budget available: EUR 650 000.
10. Any additional services: Not applicable.
Conditions for participation
11. Eligibility: Participation in the contract is open, on equal terms,
to:
— natural persons, companies, firms and public or semi-public agencies
from the ACP countries or from the European Union Member States,
— cooperative companies and other entities governed by public or private
law from the European Union Member States and/or the ACP countries,
— joint ventures, or groupings of companies or firms from the ACP
countries and/or the European Union Member States.
The nationality rule also applies to experts put forward by service
provider companies.
12. Application: Any eligible natural person or legal entity (as defined
in point 11) or grouping of said parties (consortium) may apply.
A consortium can be a permanent grouping with legal status or an informal
grouping created with a specific invitation to tender in mind. All the
members of a consortium (i.e. lead company and all other members) shall be
jointly and severally liable vis-à-vis the contracting authority.
Should an ineligible natural person or legal entity (as defined in point
11) take part, this will result in the application concerned being
automatically disqualified (in particular, the application from the whole
consortium where said party belongs to a consortium).
13. Number of applications: Natural persons or legal entities can only
submit 1 application irrespective of whether they take part as a sole
legal entity, or as a lead company or member of a consortium submitting an
application. Should a natural person or legal entity submit more than 1
application, all the applications involving said party will be
disqualified.
14. Prohibition on alliances between shortlisted candidates: Tenders
which include companies not mentioned on the application forms used to
compile the shortlist will be disqualified from this restricted procedure.
Candidates invited to tender may not form alliances or subcontract to each
other for the contract in question.
15. Grounds for exclusion: Candidates must sign and enclose with their
application the statement provided in the standard application form
confirming that they are not in any of the situations described in Section
2.3.3 of the Practical Guide to contract procedures for EC external
actions.
16. Subcontracting: Subcontracting is permitted for ad-hoc services. Up
to 30 % of the total contract value may be subcontracted.
17. Number of candidates invited to tender: There must be at least 4, but
no more than 8, candidates on the shortlist.
Provisional schedule for activities
18. Scheduled date for dispatch of invitations to tender: May 2007.
19. Scheduled date for commencing activities: August 2007.
20. Initial contract length, and possible extension: The contract will
run for an estimated 11 months.
Selection and award criteria
21. Selection criteria: The following selection criteria will be applied
to candidates. Where applications are submitted by a consortium, then the
criteria will apply to the consortium as a whole.
(1) Candidates' economic and financial capacity:
— candidates' average annual turnover (income) for the past 3 years (2004,
2005 and 2006) must be in excess of EUR 1 000 000.
(2) Candidates' professional capacity:
candidates (or the consortium as a whole where the application is
submitted by a consortium):
— must hold a professional certificate relevant to this contract and
provide proof of at least 10 years' experience in digital mapping work
(aerial photographs, basic mapping, cadastral maps),
— at least 3 experts on the candidates' payroll must be currently working
in fields considered relevant to this contract,
— at least 20 % of those employees working this year for candidates in
fields considered relevant to this contract must be on permanent
contracts.
The specific fields considered relevant for this contract are:
— cartography (production of basic and cadastral mapping),
— aerial photography (aerial shots),
— photogrammetry (plotting),
— topography (georeferencing/GPS-measurement of ground points, etc.).
(3) Candidates' technical capacity:
candidates (or the consortium as a whole where the application is
submitted by a consortium) have as a minimum the following references from
the past 10 years:
— candidates have carried out at least 5 projects of comparable size and
complexity in the field of large-scale digital mapping including the
production of basic and cadastral mapping,
— candidates can provide proof of solid experience based on the principal
service contracts carried out in fields relevant to this contract during
the past 5 years, with details of values, dates and public or private
recipients.
Evidence of these services must be provided by performance certificates
stating that they were carried out in accordance with good practice.
If more than 8 applications prove to be eligible, i.e. meet all the
selection criteria, then the strengths and weaknesses of these candidates'
applications will be re-examined to determine which 8 applications for the
invitation to tender are most suitable. Only the following factor will be
considered in the re-examination:
— number of contracts in the past 5 years, where the budget was at least
equivalent to the budget for this contract and where the fields involved
were connected with those in this contract, in which candidates have
obtained good results.
22. Award criteria: The criteria are specified in the invitation to
tender dossier appended to the letter of invitation to tender which will
be sent to shortlisted candidates.
Application submission procedures
23. Final date for submission of applications: 21.4.2007 (15:00), local
time.
Applications received after this deadline will be rejected.
24. Application submission procedures and information to be supplied: The
standard application form must be used for applications. This form is
available from the following web address:
http://europa.eu.int/comm/europeaid/index_fr.htm. The clauses and format
of this form must be strictly adhered to.
Additional documentation (brochure, letter, etc.) enclosed with the
application will not be considered.
25. Procedures for dispatch of applications: Applications must only be
sent to the Secretariat of the PMU:
— either by registered post (official postal service), to the following
address:

— or by bearer (express courier services in particular) who will deliver
the application straight to the Secretariat of the PMU, at the
aforementioned address, in return for a signed and dated acknowledgement
of receipt.
The contract title and the contract notice number (see point 1) must be
clearly marked on the envelope containing the application and must be
quoted in all subsequent correspondence with the contracting authority.
Applications submitted in any other way will not be considered.
26. Amendments to or withdrawal of applications: Tenderers may amend or
withdraw their tender by giving notice thereof in writing before the final
date for submission of tenders. Tenders cannot be amended once this
deadline has passed.
Notice of amendments to or the withdrawal of a tender must be drawn up and
sent as per the instructions given in point 25. The word 'modification'
(amendment) or 'retrait' (withdrawal), as applicable, must be written on
the outside envelope.
27. Working language: All correspondence concerning this invitation to
tender procedure and contract must be in French.
28. Additional information: Not applicable.
