ENTITY: Small Contracts Scheme.

II.3) DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH
THE QUALIFICATION SYSTEM: The purpose of the Qualification System is to
carry out first stage registration of vendors (suppliers, contractors and
service providers) on behalf of Iarnrod Eireann-Irish Rail, Infrastructure
New Works.
The Small Contracts Scheme will be used as the source for tenderer
selection for contracts below the EU threshold levels only. Iarnrod
Eireann-Irish Rail, Infrastructure New Works may apply additional rules
and criteria in relation to specific procurements, including site visits.
The Small Contracts Scheme may also be used, from time to time, to assist
in the selection of candidate(s) towards the establishment of framework
agreements. Below is a list of codes that describes the products, services
and works for which Iarnrod Eireann-Irish Rail, Infrastructure New Works
will use the Small Contracts Scheme, where they have an appropriate
demand.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Registration on the
Small Contracts Scheme constitutes the basis for tender list preparation
in the code categories listed in II.3 above. Registration may be achieved
in the following way:
- Completion of the Small Contracts Scheme questionnaire online via
www.achilles.com, including completion and sign-off of a formal
declaration of the applicants bona fides.
- Payment of the appropriate registration fee. Vendors registering on the
Small Contracts Scheme will be subject to an annual contribution payment
of 195 EUR (plus VAT where applicable) payable in advance. Suppliers,
service providers or contractors who have already registered on
Supply-Line/SCS need not reapply at this time, however they should ensure
that they are registered for the appropriate codes listed in II.3 above.
Vendors requiring further information and application forms for membership
of the Small Contracts Scheme are invited to contact Achilles Procurement
Services by telephone, fax, e-mail or post using the details provided in
I.2 above.
Methods according to which each of those conditions will be verified:
Minimum requirements confirmed by inspection following written
certification.
Iarnrod Eireann-Irish Rail Infrastructure New Works may impose additional
requirements for individual contracts.

IV.1) AWARD CRITERIA
IV.1.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate.

on foot of an electronic auction and tenderers will be so informed at the
time of invitation to tender.

Formalities necessary for evaluating if requirements are met: The Small
Contracts Scheme is subject to annual renewal of subscription and
information.

VI.1) ONE OR MORE CONTRACTS COVERED BY THE QUALIFICATION SYSTEM ARE
RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY COMMUNITY FUNDS: Yes.

carried out by Iarnrod Eireann-Irish Rail Infrastructure New Works will be
the subject of European Funding.

VI.2) ADDITIONAL INFORMATION: IV.2.2) Duration of the qualification
system: The Small Contracts Scheme will be of indefinite duration. Vendors
may join at any time and will be required to update their information
annually in accordance with III.1.1) above.
This notice is being published on a voluntary basis to inform the market
place that Iarnrod Eireann-Irish Rail Infrastructure New Works is using
the Small Contracts Scheme operated by Achilles Procurement Services for
the sourcing of contractors and service providers for tender lists for
contracts below the value of the European Thresholds, without further
notices being published.
Companies already registered on Supply-Line/Small Contracts Scheme need
not re-apply but should ensure their registrations are up-to-date and
comprehensive. They should also note that the list of
supplies/works/services to be used in this scheme has been amended to
accommodate additional codes.
As a general rule, Iarnrod Eireann-Irish Rail Infrastructure New Works,
which is covered by the Utilities legislation, will use the Negotiated
procedure.
