NAME OF PROJECT: MALARIA CONTROL BOOSTER PROJECT

IMPLEMENTING AGENCY NATIONAL MALARIA CONTROL PROGRAMME

GENERAL PROCUREMENT NOTICE

This is a repeat Notice. The first one appears on September 13th 2006.

The Federal Republic of Nigeria has applied for financing in the amount of US$ 180 Million equivalent from the World Bank toward the cost of the Malaria Control Booster Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. .

The project will be implemented in two components with the following areas of Procurement:

(i) Procurement of Drugs and Long Lasting Insecticide Treated Nets (LLINs)
(ii) Procurement of Spray pumps and insecticides
(iii) Procurement of light vehicles
(iv) Procurement of office equipments
(v) Procurement of Consultants services
(vi) Procurement of Technical Assistance.


Component 1: Strengthen the capacity of the Federal Government to provide malaria control leadership and coordination over the medium and long-term. This component will support:

(a) Procurement and logistics of commodities for accelerated implementation of the malaria plus interventions; i.e. Long lasting Insecticide treated nets (LLINs), Artemether/Lumefantrine (AL), Sulphadoxine-Pyrimethamine (SP), spray pumps and insecticide for the indoor residual spraying.

(b) Improving National Monitoring and Evaluation for evidence-based management.

(c) Coordinating program activities at the national level and across programs. The project will strengthen the capacity of the NMCP in program coordination and oversight.

The FMOH, through the National Malaria Control Program (NMCP), is the coordinating agency for the project which will spread over a period of five years.

Component 2: Strengthen the health system to improve delivery of the Malaria Plus interventions in the target states. This component will support:

The Project will strengthen the capacity of State MOH and LGAs in the target states to rapidly expand the Malaria Plus Package at both, health facility and community levels. These supports will be provided through Project Implementation Facilitators (PIFs) in those States that needs their services, using service contracts between the selected States and PIFs. Selection of PIFs will follow an international competitive process.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004.

Specific procurement notices for contracts to be bided under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers.3
