Abstract: GENERAL PROCUREMENT NOTICE
PHRD Grant No.: TF056968


The Hashemite Kingdom of Jordan has received a Grant in the amount of Three-Hundred and Fifty Thousand US Dollars (US$350,000) from a Japanese Grant managed by the World Bank toward the cost of the preparation of the above project “Employer-Driven Skills Development Project", and it intends to apply part of the proceeds to payments for goods, and consulting services to be procured under this Grant. This Grant includes the following components:

Part A: Institutional and Capacity Building

1- Enhance management effectiveness of the Ministry of Labour through advisory services.

2- Develop Operations and Procedures Manuals for the Vocational Training Fund and the National Training and Employment Program.

3- Capacity Building of specific divisions in the Ministry of Labour and other employment and training related agencies.

Part B: Employment Technical Vocational Education and Training (ETVET)

1 – Advisory support to enhance the readiness of the Ministry of Labour and the National Council for Human Resources Development to undertake their respective roles within the context of setting up Councils to oversee the establishment of the ETVET.

Part C: Socio-economic profiling of the unemployed and new labour market entrants.

1 – Socio-economic survey and analysis of unemployed and new entrants into the labor market

2 – Inform design of an employer-based skill development and labour market information system.

Part D: Employer consultations

1 – Employer consultations, specifically geared toward the development of an effective mechanism to (a) enhance employer participation in the policy and planning of workforce development/demand; (b) design of pre-service and in-service workforce skill development programs; and (c) restructuring of the Vocational Training Center.

Part E: Restructuring the Vocational Training Center

1 – Consultant services to develop policy directions through synthesis of findings from working groups toward an institutional restructuring plan.

2 – Consultant services to assess the needs for a revision to the legal and regulatory framework.

3 – Consultant services to assess the requirements for establishing a performance based management system.

4 – Consultant services to assess autonomy and accountability measures for the Training Center.

5 – Consultant services to develop the concept of an action plan to move the system toward an e-based communication and management system.

6 – Goods for grant management, and consultant services to develop financial and procurement manuals for grant/project management.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits of May 2004, and revised October 1, 2006, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004, and revised October 1, 2006.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced in English and/or French language, as they become available, in UN Development Business and dgMarket and in at least two newspaper of national circulation, Alrai’ Newspaper and Adoustour Newspaper (both are also on-line publications).
