Summary:
Supplies contract notice — international invitation to tender financed by
the EDF (European Development Fund)
International open invitation to tender for the supply and on-site
assembly of office equipment and furniture
Places of execution: Land Registry and State Property Departments, and Tax
Service Centres in the Republic of Senegal in the following towns:
Departments and Tax Service Centres in Dakar (Parcelles Assainies, Grand
Dakar, Plateau 1 and Plateau 2, Guediawaye, Rufisque) and Diourbel,
Kaolak, Fatick, Kolda, Louga, Mbour, Pikine, Saint-Louis, Matam,
Tambacounda, Thiès and Ziguinchor.

6. Contract description: This contract is for the delivery and on-site
assembly by the contractor of the following items: 50 executive desks, 50
executive chairs (1), 100 executive visitors' chairs, 130 visitors'
chairs, 40 conference tables, 40 chairs (2), 21 additional office tables,
20 secretarial desks, 1 office suite, 15 computer tables (1), 30 computer
tables (2), 3 guillotine machines, 50 storage columns with drop-down
doors, and 45 A0 format metal cabinets.
7. Number and titles of lots: 1 lot.
Conditions for participation:
8. Eligibility and rule of origin: Participation in the contract is open,
on equal terms, to all natural persons and legal entities from the
European Union Member States and from the ACP countries and territories,
irrespective of whether they are taking part as individuals or in a
grouping (consortium) of tenderers (see also point 21). All the goods
supplied under this contract must originate in these countries.
9. Grounds for exclusion: Tenderers must furnish proof that they are not
in any of the situations listed in Section 2.3.3 of the Practical Guide to
contract procedures financed by the 9th European Development Fund.
10. Number of tenders: Tenderers (including other companies considered in
law to be part of the same group, other members of the same consortium and
subcontractors) can only submit 1 tender. Tenders for part of the lot will
not be considered. Tenderers may state in their tenders whether they are
prepared to grant a discount should their tender be accepted.
11. Tender guarantee: Tenderers must provide a tender guarantee for 2 %
of the budget allocated to the contract when they submit their tender.
This will be returned to unsuccessful tenderers once the invitation to
tender procedure has been completed and to successful tenderer(s) once the
contract has been signed by all parties. This guarantee will be drawn on
if the tenderer does not honour all the obligations stipulated in the
invitation to tender.
12. Performance bond: The successful tenderer will be required to provide
a performance bond for 10 % of the contract value when the contract is
signed. The bond must be furnished within 30 days of the date on which the
tenderer receives the contract signed by the contracting authority. If the
successful tenderer does not furnish the bond within the time allowed, the
contract will be rendered void and a new contract may then be drawn up and
sent to the tenderer with the second best compliant tender.
13. Briefing and/or site visit: There are no plans for a briefing or a
site visit.
14. Tender validity: Tenders are to be valid for 90 days from the final
date for submission of tenders.
15. Time limit for completion: Performance period: 60 days, commencing on
the date on which the contractor receives notification of contract award
from the awarding authority or instructions from the supervisor.
The sites involved are as follows:
Land Registry and State Property Departments, and Land Registry and State
Property Tax Service Centres of Thiès, Diourbel, Kaolack, Fatick, Mbour,
Louga, Saint-Louis, Tambacounda, Kolda, Ziguinchor, Matam, Dakar Plateau
I, Dakar Plateau II, Pikine, Rufisque, Grand Dakar, Guediawaye and
Parcelles Assainies.
Tenderers will be responsible for transporting furniture and equipment to
the sites and the cost this entails will be borne by the tenderers.
Selection and award criteria:
16. Selection criteria: The description of the company's qualification,
with particular regard to experience and previous work and whether it has
a sales office and an after-sales service network in Senegal or in a
country in the West African subregion.
17. Award criteria: The lowest-priced tender deemed to be compliant will
be accepted.

18. Procedures for obtaining the invitation to tender dossier: The
invitation to tender dossier is available from the following web address:

It can also be obtained from the following address: Unité de gestion du
programme d'appui au Programme national de bonne gouvernance (UGP-PAPNBG),
Mermoz pyrotechnique, porte 67. The standard form enclosed with the
invitation to tender dossier must be used to draw up tenders, and the
clauses and format of this form must be strictly adhered to.
Questions regarding this invitation to tender must be sent in writing to
the following address: Unité de gestion du programme d'appui au Programme
national de bonne gouvernance (UGP-PAPNBG), Mermoz pyrotechnique, porte 67
(quoting the publication reference in point 1) at least 21 days before the
final date for submission of tenders in point 19. The contracting
authority must reply to the questions no later than 11 days before the
final date for submission of tenders.
19. Final date for submission of tenders: 6.3.2007 (10:00).
Tenders received after this deadline will not be considered.
