ADVISORY SERVICES FOR REORGANIZATION OF EMERGENCY MEDICAL SERVICES


Expressions of Interest

The Republic of Croatia has received a Grant from Japanese Government for preparation of the sustainable Health System in Croatia (TF053150), and intends to apply a part of the proceeds of this grant to provide Advisory Services for the Reorganization of Emergency Medical Services.

The consulting firm is expected to:

o Carry out an analysis of physical location, accessibility, patient flow and payment mechanisms in 8 designated centers (4 larger and 4 smaller);
o Carry out a situation analysis of the current EMS system and make recommendations for establishing an integrated system of all EMS units;
o Review capital requirements in the 8 centers with regard to procurement of equipment and means of transport;
o Review possibility of establishing emergency departments in hospitals;
o Carry out analysis of local EMS units;
o Consider/examine transportation services of both emergency and non-emergency patients.

The consulting firm is expected to begin the assignment within 4 weeks from the date of contract signing and to complete it within the period of 3 months.

During the duration period of the assignment, the consultant shall work closely with the Ministry of Health and Social Welfare.

Ministry of Health and Social Welfare now invites eligible consulting firms to indicate their interest in provision of the above mentioned services. Interested consulting firms must provide information indicating their qualification in providing the services (brochures, description of similar assignments-client list and experience in related working conditions).

A consulting firm will be awarded a contract in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

The selection procedure shall follow the CQ (Selection based on Consultants Qualifications) method as specified in the above mentioned World Bank’s Guidelines.

The consulting firms shall be assessed based on the following criteria:

• At least 10 years demonstrated experience in re-organizing/restructuring health service delivery systems;
• Demonstrated experience in organizing and/or managing emergency medical services in systems with organization principles similar to those described in the Croatian EMS Strategy;
• Experiences in similar international projects;
• Demonstrated track record and experience in developing and maintaining inter-organizational and cross-cultural/international relationships with governmental and non-governmental organizations;
• Demonstrated experience in project planning and execution.
