SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The Commission
for Taxi Regulation wishes to engage in a Competitive Dialogue Procedure
relating to the design, implementation and pilot operation of a Contact
Management Model. The contract will cover a period of 1, 2 or 3 years
depending on the outcome of this Competitive Dialogue Procedure.
The Commission currently operates a fully-outsourced contact management
model which handles all direct phone contact with the Commission. This
service handles between 500 and 800 calls a day. It is envisaged that this
level will reduce over time. The service includes:
A lo-call number for members of the public seeking general information or
information on how to make a complaint or commendation about a small
public service vehicle operator or service.
A lo-call number for small public service vehicles (SPSV) operators that
deals with a wide range of industry queries.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Competitive dialogue.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5.
Objective criteria for choosing the limited number of candidates: It is
envisaged that at least 5 will be invited into a competitive dialogue but
the precise number will depend upon the quality of the qualifications
questionnaires received.
IV.1.3) Reduction of the number of operators during the negotiation or
dialogue: Recourse to staged procedure to gradually reduce the number of
solutions to be discussed or tenders to be negotiated yes.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.
IV.3) ADMINISTRATIVE INFORMATION

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Commission for Taxi Regulation reserves
the right to award contracts to two or more tenderers.
The Commission will not be responsible for any costs, charges or expenses
incurred by candidates or tenderers involved in this contract award
process.
Contract award may be subject to approval by the competent authorities.
THE FOI Act applies to the Commission for Taxi Regulation and therefore
all candidates should indicate whether any of the information provided by
them in the course of this competitive dialogue procedure is to be treated
as sensitive commercial information which should remain confidential to
the Commission.
The successful tenderer(s) will be required to furnish a valid tax
clearance certificate from the Irish Revenue Commissioners.
Contract award may be subject to satisfactory performance at interview.
It is the policy of the Commission for Taxi Regulation in accordance with
EU procurement rules to publish the value of contracts awarded to
successful tenderers in the Official Journal of the EU.
The Process:
Applications
In order to be selected for participation in the competitive dialogue,
applicants must meet the objective and non-discriminatory criteria and
rules for participation set out in the qualification questionnaire which
is incorporated in the Descriptive Document available to download from
www.etenders.gov.ie.
Dialogue
The Commission reserves the right to reduce the number of solutions to be
discussed by applying the award criteria stated in the Descriptive
Document. All applicants and those admitted to this competitive dialogue
are assured that, subject to Freedom of Information obligations, the
solutions proposed by them or confidential information communicated by
them in the course of the competitive dialogue procedure will not be
revealed to other parties, whether or not these are participants in the
competitive dialogue, without the express permission of the parties in
question.
Final Tender Submission
Participants deemed suitable following the competitive dialogue will be
invited to submit final tenders. Tenders will then be assessed on foot of
the original stated award criteria and rules in order to identify the most
economically advantageous tender(s). Tenderers may be asked to clarify
certain aspects of their tenders or to confirm any commitments contained
in their tenders prior to any decisions on award being made.
Conclusion of Process
The successful tenderer will be required to enter into an appropriate
service level agreement for the delivery of the services. The Commission
reserves the right at its sole discretion not to award any contract
following the conclusion of this competitive dialogue.
