EXPRESSIONS OF INTEREST

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on April 8, 2006.

The Ministry of Agriculture and Irrigation (MAI) has received a grant from the International Development Association (IDA) for Emergency Horticulture and Livestock Project (HLP) and intends to apply part of the proceeds of this grant to payments under the contract for Facilitating Partner for Poultry Sub-Component of HLP

Project Background:

The poultry sub-component goal is to develop and strengthen national production of safe low cost animal proteins (poultry meat and eggs) to make them available and accessible to the afghan population in urban and rural areas.

Purposes:

- To further enhance productivity and stimulate poultry production in 25 new districts in 10 provinces and promote sustainability of all added production through organization of village women farmers associations, regional unions & a National Poultry Producers Federation, together with private service providers to manage all needed services, input supplies and marketing activities.
- To contribute to a national poultry production policy for supporting peri-urban semi-commercial and rural family poultry development throughout Afghanistan.
- To develop and strengthen a national poultry production strategy as an effective tool for providing economic opportunities and empowerment of women, improving food security and increase rural incomes of vulnerable households and for countering the risks associated with spreading of HPAI virus.

The expected outputs are:

1. Private Poultry Development infrastructures and organizations established in ten (10) provinces (Baghlan, Bamyan, Ghazni, Herat, Kunduz, Parwan, Nangarhar Takhar, Kapisa, Mazar-e-Sharif and Wardak):
2. 2,000 medium size poultry farming system established with households (mainly women poultry producers) in 7 provinces of Afghanistan (Parwan, Nangarhar, Kunduz, Herat, Baghlan, Ghazni and Mazar).
3. Legal and operational microfinance framework developed.
4. 25,000 poor resources women trained for rural poultry development according to Afghan Poultry Development Model in present project area and new provinces of Afghanistan (Takhar, Kapisa, and Wardak).
5. Poultry Development Policy drafted and approved by GoA.
6. Training material package updated (2,500 units).
7. Capacity Building
8. Establishing commercial feed processing centre (with grinder and mixing plant) in each of the three provinces

The implementation period will be 36 months.
The Ministry of Agriculture and Irrigation now invites eligible highly experienced consultants with specific experience of implementing rural poultry program in developing countries to indicate their interest in providing the services. Any organization expressing interest will need to demonstrate significant experience of managing similar projects in similar environments, preferably including in any developing countries. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, value of assignment, (if the firm was in JV/association, then role of the firm in that assignment and value)) experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
