Contractor is to furnish fresh, shell-protected eggs for commissaries located in the DeCA
East Region for Defense Commissary Agency. The commissaries require various
quantities of jumbo, extra large, large, medium fresh, shell-protected eggs in white and
brown. The DeCA East Region includes the following states: Connecticut, Delaware,
Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Philadelphia,
Rhode Island, Virginia, West Virginia, Vermont, North Carolina, South Carolina,
Georgia and Florida. For the purpose of this solicitation, the 72 commissaries in this
region are grouped geographically into 10 groups that will be specified in the solicitation.
A single solicitation containing the ten geographical groupings will be issued. Each
group will be independently evaluated and awarded on an all or nonebasis. The
Government will award one or more contracts resulting from this solicitation based on
evaluation using the best value, lowest-priced, technically acceptable procedures. An
Indefinite-Delivery Requirements Type contract is contemplated with Firm Fixed Priced
special factor that will adjust the unit price weekly based on the market index. The period
of performance shall commence approximately 30 days after notification of contract
award (or a date specified by the Contracting Officer) for a base period of 24 consecutive
months plus three one year option periods. The SIC code is 8910 and the NAICS code is
112310 for this requirement with a size standard of 11.5M in average annual gross
revenue for the last three fiscal years. The Request for Proposal will be released on or
about December 01,2006. This solicitation will be issued on and UNRESTRICTED
basis.
The estimated annual quantities of the variety of eggs by group are as follows: Group 1 -
486,990 Group 2 -670,769 Group 3 -107,296 Group 4 -1,626,280 Group 5- 952,422
Group 6- 642,386 Group 7-717,588 Group 8-543,240 Group 9 -949,340 and Group 10
-931,297. The required delivery schedule is 3 to 4 days from the order date.
Any small businesses interested in submitting a proposal package may seek assistance

subcontracting arrangements may register as an Interested Vendor for this solicitation.

The purpose of this modification is to make the following changes and additions to the original pre-solicitation notice posted on October 24, 2006. (1) REQUIREMENT OF SUBCONTRACTING PLAN: As a large business a commercial subcontracting plan is required when submitting your proposal. It is in your best interest to take immediate action to establish a commercial subcontracting plan in accordance with the Federal Acquisition Regulation (FAR) clause 52.219-9. An acceptable commercial subcontracting plan is required for compliance with FAR 19.704 & DFARS 219-704.
You are encouraged to seek guidance from Defense Contract Management Agency (DCMA), www.dcma.mil or Procurement Technical Assistance Center (PTAC), www.dla.mil/bd/procurem.htm in establishing your firm's subcontracting plan if assistance is required. Both offices provide assistance in developing your overall subcontracting plan, assisting you with exploring subcontracting opportunities and formulating your goals. Failure to submit an acceptable subcontracting plan will result in ineligibility for further consideration for contract award. (2) BUSINESS SIZE: For the business size determination if your firm has annual gross revenues 11.5 million for the last three years, your firm will be consider a large business. (3) The projected release date of the Request of Proposals has been changed to May 15, 2007. (4) VENDOR STOCKER is required for this solicitation. No further changes and/or additions.
