The Government of the Philippines has received a loan from the World Bank towards the cost of the Judicial Reform Support Project (JRSP) and intends to apply a portion of the loan to eligible payments under this Contract.

One of the initiatives identified in the reform program is the Judicial Reform Support Project (JRSP), which is being financed by the World Bank (WB). This particular initiative seeks to 1) improve case adjudication and access to justice; 2) enhance the integrity infrastructure of the Court; and 3) strengthen the capacity of the Supreme Court to manage the Judiciary. The project will be implemented for a six (6) year period, with loan effectiveness date commencing in December 2003 and closing in December 2009.

The JRSP involves the detailed design and implementation of various ICT application systems that will be seamlessly integrated as well as synchronized with ICT application systems being developed or to be developed under other judicial reform initiatives/projects.

The Supreme Court of the Philippines now invites consultancy firms to undertake Management and Consultancy Services for the Development of the Judiciary’s ICT Capability.

For this assignment, Consultants are expected to define an over-all enterprise-wide framework or Information System Architecture and the associated Technology Architecture for the entire information network required for the Judiciary. Aside from formulating a comprehensive Enterprise Information Systems Plan, the Consultants are also expected to develop a procurement plan, Bid Documents using World Bank Standard Bidding Documents and assist in the procurement of the necessary infrastructure, information systems and implementation services. In addition, the consultants are expected to carry out an IT Capacity assessment of the Judiciary and to develop a capacity building plan to support the implementation and adoption of these information systems.

Interested firms must have the following qualifications and must possess expertise and experience in the following areas:

(1) Should be a professional consultancy firm that has extensive experience in consulting, technology and outsourcing services;
(2) Must have experience and expertise in the area of major enterprise software systems implementation and the project management of complex enterprise systems implementation;
(3) Must have experience in the competitive acquisition of such systems and procurement procedures under World Bank financed projects;
(4) Should be informatics management and planning experts with extensive experience in developing strategic information systems for national Judiciaries as well as staff that have extensive experience in the functional aspects of court administration, case management, public administration and fiscal management operations;
(5) Should be thoroughly familiar with issues of informatics management and current technology trends;
(6) Should be skilled in presenting complex technical and other issues to managers;
(7) Should be skilled in the use of standard methodologies for developing Enterprise Information Systems Plans; and
(8) Should have extensive experience in the development and implementation of such plans in a complex environment and have a proven track record in the transfer of knowledge to Judicial organizations.

Interested firms are required to submit not later than 2:00 p.m. on October 23, 2006, one (1) original and four (4) copies of their Letter of Intent and Company Profiles to to the address below.

The Consultancy Firms will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).

The Supreme Court reserves the right to reject any or all bids or offer, waive any defect or informality therein and accept the offer which it deems most advantageous to the Court.
