II.1) Description:

Security service for the Delegation of the European Commission in Rwanda.
II.1.6) Description/object of the contract: The aim is to conclude a
service contract with a company specialising in life and property safety.
This company will be required to provide the Delegation of the European
Commission in Kigali with its own security guard service for buildings
(offices located at the address in I.1, as well as an estimated 15
residences at most) and Delegation staff (approximately 42 people).
The company must undertake to:
— control visitor access to buildings,
— keep buildings under general surveillance so as to prevent any intrusion
or attack on persons or property,
— maintain communications between the different buildings,
— ensure the radio network operates correctly,
— take immediate on-site action in the event of an incident or accident,
— assist people in danger.

II.2) Quantity or scope of the contract:
II.2.1) Total quantity or scope: Estimated annual quantity: maximum of
140 000 hours of guard duty. This figure is given for information only and
is not binding on the contracting authority.
II.2.2) Options. Description and time when they may be exercised:
II.3) Duration of the contract or time limit for completion: 48 months
from contract award.
The contract will run for an initial 1-year period and may then be renewed
for a maximum of 3 further 1-year periods.
Section III: Legal, economic, financial and technical information
III.1) Conditions relating to the contract:

III.1.2) Main terms of financing and payment and/or reference to the
relevant provisions:
III.1.3) Legal form to be taken by the grouping of suppliers, contractors
or service providers to whom the contract is awarded: Tenders from
consortia of firms or groupings of contractors must specify the role,
qualifications and experience of each member or of the grouping.
III.2) Conditions for participation:
III.2.1) Information concerning the personal situation of the contractor,
supplier or service provider and information and formalities necessary for
an evaluation of the minimum economic, financial and technical capacity
required: As specified in the call for applications.
Candidates should note that only companies which comply with all the
selection criteria will be invited to tender. These criteria are as
follows:
a) annual turnover (in the field of life and property safety only) equal
to or exceeding EUR 250 000;
b) company's proven experience in the field of life and property safety,
over the past 5 years, with international companies, diplomatic missions
or international organisations;
c) at least 200 permanent staff employed;
d) qualifications of managerial staff and technical managerial staff
relevant to the services required in the contract;
e) adequate and sufficient number of managerial staff and technical
managerial staff with a minimum of 5 years' experience, so that the
quality and continuity of the service is guaranteed;
f) the average length of service per category of staff (supervisors, team
leaders, guards) must be a minimum of 2 years.

Yes.
The company's main line of business must be security or guard services.
The company must be registered with the local authorities as a
security-guard company.
III.3.2) Will legal entities be required to state the names and
professional qualifications of the personnel responsible for execution of
the contract? No.

Candidates are requested to obtain the detailed call for applications

Once candidates have been shortlisted, those companies eligible to tender
will be sent the invitation to tender free of charge.
Submitting applications or drawing up tenders does not give tenderers the
right either to be awarded the contract or to receive any compensation for
costs incurred.
The contracting authority is under no obligation to award a contract
subsequent to this notice.
