GENERAL PROCUREMENT NOTICE

1. The Ugandan Government has received a Loan from the African Development Fund, in the amount of US$ 9,548,328 equivalent to finance the Creation of Sustainable Tsetse and Trypanosomiasis Free Areas Project, and it intends to apply the proceeds of this Loan to payments for goods, works, related services and consulting services to be procured under this project.

2. The principal objectives of this project are to create sustainable tsetse and trypanosomiasis-free areas in Uganda in support of the eradication of T&T in sub-Saharan Africa by integrating suppression, control and eradication technologies while ensuring the reclaimed areas are equitably, sustainably and economically exploited, and it will include the following components
 Suppression and Eradication Component comprises four sub-components - (i) community involvement, (ii) baseline data collection and processing, (iii) mass-rearing of tsetse flies, and (iv) sequential release of gamma-radiated sterile males..

 Capacity Building Component, involves three subcomponents, namely, (i) an integrated data information system, (ii) rehabilitation of sub-regional training facilities, and (iii) strengthening of national and regional capacities.

 Sustainable Land Management Component comprises (i) land use planning, and (ii) institutional strengthening.

 Project Coordination and Management Component.

3. The project will finance activities in the categories of works, goods and services as well as miscellaneous items. All procurement of goods and works, and acquisition of consulting services will be in accordance with Bank’s Rules of Procedure for Procurement of Goods and Works or, as appropriate, Rules of Procedure for the Use of Consultants, using the relevant Bank Standard Bidding Documents. The modes of procurement will include the following:

• Civil works contracts: National Competitive Bidding (NCB).
• Utility motor vehicles: International Competitive Bidding (ICB)
• Motor cycles: National Shopping (NS)
• Various plants equipments and office furniture: National Shopping (NS)
• Laboratory and Screening equipment as well as samples: National Shopping (NS).
• Consulting Services: Shortlists.
• Training for Project Staff, Local Communities, and Women’s Groups: Direct Negotiations (DN) with appropriate institutions, individual trainers, and NGOs.

Bidding documents are expected to be available in September 2006.
