Expressions of Interest


This request for expressions of interest follows the general procurement notice that appeared in UN Development Business No. 611 of 31 July 2003.

The Albanian Government has received a credit from the International Development Association (IDA) toward the cost of the Albania Municipal Water and Wastewater Project, and it intends to apply part of the credit proceeds to payments for consulting services to be procured under this project.

The single five year management contract for operating the water and wastewater systems of the four cities (the municipalities of Durrës, Fier, Lezhë and Sarandë) which intends to increase the efficiency of operation and development of these cities water supply, wastewater and stormwater drainage systems has been awarded to Berlinwasser International AG, the operator, who will procure under the management contract consulting services on behalf of the Water Companies.

The consultant should supervise existing contracts for rehabilitation and construction works of the water company’s infrastructure. The initial contract period will be 6 months, starting on middle of November.

Berlinwasser International AG now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (documents proving their eligible, brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

The selection shall be on the basis of consultant qualification. The Borrower shall select one firm with the most appropriate qualifications and references, out of those providing expressions of interest. The selected firm shall be requested to submit a combined techanical and financial proposal.

A consultant will be selected in accordance with the procedures specified in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997, revised September 1997, January 1999, and May 2002.

Interested consultants may obtain further information at the Berlinwasser International AG office in Durrës at the address below from 08:00 to 16:00 hours (local time).

Expressions of interest must be delivered at the address below not later than 12th October 2006 and be marked “Expressions of Interest for Consultant Services for the Albania Municipal Water and Wastewater.”
