REPUBLIC OF SIERRA LEONE
SIERRA LEONE POWER AND WATER PROJECT
IDA CREDIT NO. 3945-SL


1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue No. CR 3924 of 25th May 2006

2. The Republic of Sierra Leone has received credit from the International Development Association towards the cost of Sierra Leone Power And Water Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Urban Water Supply Sub-Component.

3. The Guma Valley Water Company now invites sealed bids from eligible and qualified bidders for the supply, laying and connections of water pipelines in the distributed system in some parts of the Eastern of Freetown Construction of Public Stand posts and metering of both commercial and domestic supplies are also part of the work. The delivery/construction period is 15 months.

4. Bidding will be conducted through the International Competitive Bidding (ICB) Procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

6. Qualifications requirements include:

(a) Financial Capacity
The bidder shall finish documentary evidence that meets the following financial Requirement: Bank Statement and/or audited account showing liquidity position of bidder, or letter of conform from a reputable bank showing quantum of loan accessible to bidder.

(b) Experience and Technical capacity:
During the last five (5) years, the bidders must have completed successfully two (2) similar assignments.

(c) Availability of liquid assets or credit facilities, net of other contractual commitments of no less than 500,000 U.S. dollars equivalent.

7. A complete set of Bidding Documents in the English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Le300,000.00 or in 100 U.S. dollar. The method of payment will be by direct delivery into Standard Chartered Bank Account Number 01-001-000-20900. Bidders who wish that the bidding documents be sent by courier service should pay in additional amount of 150 U.S. dollars.

8. Bids must be delivered to the address below at or before 4:00 p.m. on 16th October 2006. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’s representative who chooses to attend in person or on-line at the address below at 4:00 p.m. on 16th October 2006.

9. All bids shall be accompanied by a “Bid Security” of 5% of the Bid Price.
