II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: It is anticipated that the total value
of the work will be in the region of 200 000 GBP and will include
additional control room furniture, replacement monitors, large screen
display systems, digital recording system, matrix upgrade, cabling and
possibly some accommodation works.
II.2.2) Options: No.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 04 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: None.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment will be made
on completion of contract less a 5% retention which will be held for a 12
month period from date of system handover.
III.1.4) Other particular conditions to which the performance of the
contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: A detailed
questionnaire will be issued to all applicants to participate. This
questionnaire will require a reference from the bidder's bankers,
presentation of balance sheets or extracts from the balance sheets (where
publication of the balance sheet is required under the law of the country
in which the bidder is established). A statement will be required of the
bidder's overall turnover and the turnover related to similar activities
covered by this contract for the three previous financial years.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: The detailed questionnaire previously
mentioned will seek information regarding the bidder's manpower and the
number of managerial staff over a number of years, a statement of the
education and professional qualifications of the managerial staff and of
those persons who will be responsible for carrying out the contract
requirements. Other requirements in the questionnaire will include a
statement of the technicians or technical bodies which the bidder can call
on for carrying out the work and a list of works carried out by the bidder
over the past five years accompanied by certificates of satisfactory
execution. These certificates must indicate the value, date and site of
the works and must specify whether they were carried out according to the
rules of the trade and properly comleted. Where necessary the competent
authority shall submit these certificates to the contracting authority
direct.

Council will assess all tendeers with a view to identifying and accepting
the tender which is the most economically advantageous offer by reference
to the following criteria:

Ability to meet deadlines and references from previous customers.

IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.
