The Republic of Croatia intends to apply for financing in the amount of Euro 58.8 million equivalent from the International Bank for Reconstruction and Development (IBRD) to finance required expenditures for the preparation of a Trade and Transport Integration Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the European Bank for Reconstruction and Development (EBRD).
The project will include the following components:
(i) Construction of the Container/Multipurpose Terminal
(ii) Construction of the Bulk Cargo Terminal
(iii) Development of Port Community System
(iv) Project implementation support
The construction of new port terminals includes the following major infrastructural facilities: (i) construction of a new bulk cargo terminal; (ii) construction of a container/multipurpose terminal; and (iii) construction/rehabilitation of the supporting port infrastructure within the port area including a new entrance facility.
Port Community System component includes development and rollout of a modern electronic port community system, integrating all members of the port community into a seamless information system. It includes: necessary hardware, networking, software, training and technical services.
Project implementation support component includes the services required to support the successful implementation of the Project, covering in particular: (i) technical assistance to PPA to implement its business plan; (ii) supervision of construction works; (iii) audit services for the Project and PPA; (iv) training on Project management, procurement and financial management; and (v) procurement support.

The Port of Ploce, located on the Adriatic coast at mid-distance of Split and Dubrovnik, is the gateway of the Vc European corridor. It is the second port in term of national significance and considered as a strategic port by the Croatian Government.

The port of Ploce is of vital importance to the economy of neighboring Bosnia and Herzegovina (BiH), as the Vc corridor offers the fastest and shortest way to main Bosnian cities, both by road and rail. The proposed Project Development Objective is to improve the corridor Vc capacity, efficiency and quality of services to meet projected traffic demand particular focus on bulk and container cargo. The project would seek to achieve this objective through: increased throughput capacity of the port and railway infrastructure, improved efficiency of operation on the corridor including the Port of Ploče and higher quality of services.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004).Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket, in the Official Gazette and local newspapers.
Prequalification of suppliers and contractors will be required for the following contracts:
- Construction of the Container Terminal
- Construction of the Bulk Cargo Terminal
