CONSULTANT´S SERVICES

TO SUPPORT TECHNICAL WORK UNDER PHASE I OF THE DEVELOPMENT OF A NATIONAL HEALTH MASTER PLAN

REQUEST FOR EXPRESSION OF INTEREST

The Republic of Croatia has received a Grant from Japanese Government for preparation of the sustainable Health System in Croatia (TF053150), and intends to apply a part of the proceeds of this grant to support the technical work under Phase I of the Development of a National Health Master Plan.

The consulting firm is expected to:

o Ensure adequate information and analytical base for the development of a Master Plan, including capital investment plan;
o Recommend a strategy for completing a nationwide master planning exercise that would be efficient while also being effective in gaining stakeholder ownership;
o Provide recommendations for strengthening strategic health care planning capacity and development plan.

The consulting firm is expected to begin the assignment within 4 weeks from the date of contract signing and to complete it within the period of 3.5 months.

During the duration period of the assignment, the consultant shall work closely with the Ministry of Health and Social Welfare.

Ministry of Health and Social Welfare now invites eligible consulting firms to indicate their interest in provision of the above mentioned services. Interested consulting firms must provide information indicating their qualification in providing the services (brochures, description of similar assignments-client list and experience in related working conditions).

A consulting firm will be awarded a contract in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

The selection procedure shall follow the CQ (Selection based on Consultants Qualifications) method as specified in the above mentioned World Bank’s Guidelines.

The consulting firms shall be assessed based on the following criteria:

• Experience in health sector development and specifically, in planning and restructuring health services;
• Experience in providing technical assistance on health service planning and restructuring to various countries; and
• Staff of the organization expert in health services planning and knowledgeable about different country experiences with health services restructuring.

Expressions of interest must be delivered to the address indicated below not later than August 14 2006.
