Request for Expression of Interest
For the Construction of the Rreshen – Kalimash Motorway


The Government of the Republic of Albania represented by the Ministry of Public Works, Transport and Telecommunication intends to award a contract for the construction of a motorway section from Rreshen to Kalimash of the Durres – Morine Motorway, as confirmed by the Decision of the Council of Ministers VKM 481 dated 14 July 2006 and is requesting Expressions of Interest from domestic and foreign legal and natural persons to fulfil the conditions of the Terms of Reference.

The envisaged motorway section from Rreshen to Kalimash has a length of approximately 60 km and includes the construction of a tunnel at Kalimash with a length of approximately 6 km. Construction works on the other sections of the Durres – Morine Motorway are provisionally planned for the fall 2006.

Given the economic importance of the development of the Durres – Morine Motorway the Government of the Republic of Albania wants to commence construction works on the Rreshen – Kalimash section as soon as possible aiming to complete the project not later than June 2009.

The highest ranking candidate to be assessed in accordance with internationally accepted qualification-based selection procedures by an independent international Evaluation Committee will be invited to negotiate a unit price contract in accordance with internationally accepted contract models and subject to independent price verification pending the proceedings of the negotiations.

The expression of interest will include:
1. A statement of having an annual turnover related to civil works in the past 3 years of more than USD 1 billion;
2. A statement of having been profitable during the past 3 years substantiated by submission of respective annual statements;
3. A statement of relevant experience with road projects;
4. A statement of relevant experience with drilled tunnel construction;
5. A statement of proven ability to deliver projects on time and within budget;
6. A statement of proven ability to arrange finance and credit guarantees;
7. A statement of relevant experience with unit-price contracts;
8. A statement of relevant experience in design management and value engineering;
9. A resume of the proposed team leader;
10. A proposal to ensure fair pricing and timely delivery of the project.

The Government of the Republic of Albania will not accept any Expression of Interests from a combination of companies or a consortium unless one of the respective companies is solely and finally responsible for the delivering of the project. A Statement of consortium membership and the lead contractor should be included in the Expression of Interest.

Expressions of Interest are to be submitted in fivefold and in full accordance with the Instructions for Preparing Documentation in a sealed envelope bearing the words: “EXPRESSION OF INTEREST FOR THE CONSTRUCTION OF THE RRESHEN – KALIMASH MOTORWAY”: and are to be signed by a duly authorised representative of the candidate.

Interested candidates are requested to submit their expression of interest by no later than Thursday 3 August 2006, 10 AM (GMT +1) to the Minister of Public Works, Transport and Telecommunications in Tirana, Albania.
