CONSULTANT´S SERVICES

TECHNICAL WORK UNDER PHASE II OF THE ACCREDITATION PROGRAM

REQUEST FOR EXPRESSION OF INTEREST

The Republic of Croatia has received a Grant from Japanese Government for preparation of the sustainable Health System in Croatia (TF053150), and intends to apply a part of the proceeds of this grant to support the technical work under Phase II of the Accreditation Program.

The services include the development of the following:

o Legislative Act on Accreditation
o Any necessary supplementary regulations/acts for carrying out accreditation
o Accreditation Standards
o Process for Establishing the Accreditation Agency
o Manual for Accreditation Procedures.

The consultant is expected to begin the assignment within 4 weeks from the date of contract signing (currently estimated as starting end-July) and to complete it within a period of 6 months.

During the assignment, the consultant shall work closely with the Ministry of Health and Social Welfare.

Ministry of Health and Social Welfare now invites eligible consulting firms to indicate their interest in provision of the above mentioned services. Interested consulting firms must provide information indicating their qualification in providing the services (brochures, description of similar assignments-client list and experience in related working conditions).

A consulting firm will be awarded a contract in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

The selection procedure shall follow the CQ (Selection based on Consultants Qualifications) method as specified in the above mentioned World Bank’s Guidelines.

The consulting firms shall be assessed based on the following criteria:

1. At least 10 years demonstrated experience in health sector development, particularly the experience in developing systems of accreditation;
2. Demonstrated experience in health service quality and standards;
3. Demonstrated experience in providing accreditation-related technical assistance to other countries;
4. Proof of at least 3 professional staff members employed on a full-time basis;
5. Staff of the organization are experts in health services planning and knowledgeable about different country experiences with health services restructuring;
6. Demonstrated track record and experience in developing and maintaining inter-organizational and cross-cultural/international relationships with governmental and nongovernmental organizations.
