This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation proposals are being requested, but a written solicitation will not be issued. The solicitation number is N65538-06-Q-0082, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. This solicitation is a 100 Small Business Set-Aside, the associated NAICS code is 238990. THESE SERVICES SHALL BE QUOTED ON A FIRM FIXED PRICE BASIS. RESUMES ARE REQUIRED FOR ALL KEY PERSONNEL QUOTED. A ONE-TIME SITE VISIT WILL BE HELD FOR ALL INTERESTED PARTIES ON THURSDAY, 13 JULY 2006. IT IS RECOMMENDED, BUT NOT REQUIRED THAT YOU ATTEND, PRIOR TO PROVIDING YOUR QUOTE. PLEASE CONTACT MR. KEN GILLIAM, PROJECT MANAGER, VIA CELL 717-554-3255 BY 4 PM ON TUESDAY, 11 JULY 2006, FOR INFORMATION AND/OR TO SCHEDULE A SITE VISIT. ANY TECHNICAL OR OTHER QUESTIONS THAT YOU MAY HAVE ARE DUE TO THE GOVERNMENT POINT OF CONTACT IDENTIFIED BELOW, VIA EMAIL AS A MSWORD ATTACHMENT, BY 14 JULY, AT 4 PM EST. YOUR QUOTE SHALL BE REVIEWED IN ACCORDANCE WITH THE BEST VALUE CRITERIA PROVIDED BY EXHIBIT B. PLEASE READ EXHIBIT B CAREFULLY BEFORE SUBMITTING YOUR QUOTE. FAILURE TO RESPOND TO THE CRITERIA IN EXHIBIT B, OR TO ADHERE TO IT'S LIMITATIONS REGARDING THE AMOUNT OF INFORMATION REQUESTED, MAY RESULT IN THE REJECTION OF YOUR QUOTATION. AS THIS IS A FIRM-FIXED PRICE REQUIREMENT, YOUR QUOTE MUST ADDRESS HOW YOU INTEND TO INVOICE FOR THIS EFFORT. The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Offers are due on 21 JULY 2006, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Eastern Standard Time.
